Mission & Goals
The Hellenic Foundation for European and Foreign Policy (ELIAMEP) is a private, independent, non-profit-making research and training institute, established in Athens, Greece, in 1988. Its mission is to conduct research and provide policy makers, academics and the public at large with authoritative information and substantiated policy recommendations, so as to contribute to the development of evidence-based responses to major European and foreign policy challenges. ELIAMEP’s expertise spans over a wide range of fields including European integration, migration, democracy, human rights, governance, security, international relations (especially focused on the Balkans, Middle East, and Mediterranean), and socio-economic impacts of environmental issues like climate change. Next to research projects, ELIAMEP also undertakes various kinds of information and awareness-raising activities to promote the public debate, such as publications, training seminars, round-table discussions, etc.
EU Legislative Interests
ELIAMEP targeted the following EU policies through policy meetings and EU programmes: 1. SURE Instrument: ELIAMEP analysed the EU's Support to mitigate Unemployment Risks in an Emergency (SURE) program, which provides financial assistance to member states for short-time work schemes. 2. EU Cohesion Policy (2014-2020): Research was conducted on the impact of this policy on Greek regions, evaluating its effectiveness and implementation. Regional Operational Programmes (ROPs). 3. European Green Deal: ELIAMEP examined the challenges and opportunities presented by the EU's strategy for achieving climate neutrality by 2050. 4. Digitalization of EU Public Diplomacy: Studies were conducted on how the EU utilises digital tools to enhance its public diplomacy efforts. 5. EU Industrial Policy: ELIAMEP explored how EU industrial policy can be leveraged to reshape Greece's productive model, aligning with broader European strategies. 6. European Migration Policy: Analyses were provided on recent developments and future directions of the EU's migration policies (EU Migration Pact or the EU Asylum and Migration Pact). 7. Common Agricultural Policy (CAP): Research was conducted on the challenges and prospects of the CAP, focusing on its impact on Greek agriculture and the broader EU agricultural framework.
Communication Activities
Overall, ELIAMEP's main activities include but are not limited to: (a) preparation of policy recommendations at the national and European level; (b) contributions to the public dialogue on critical issues in Greece and Europe: (c) organization and delivery of various kinds of information and awareness raising activities to promote public debate; and (d) collaboration with key stakeholders in all areas of public life such as government institutions, civil society, universities and research centers, the private sectors etc.

ELIAMEP is an independent, non-governmental, non-profit think tank that operates as a standalone entity. It does not belong to any company group, nor does it maintain national or regional chapters in other countries or regions. As such, it functions independently and is not affiliated with any parent or subsidiary organizations or networks that would require inclusion under a broader single registration, in full compliance with the Single Registration principle. Organisation Members
ELIAMEP is governed by a 15-member Board of Directors, consisting of distinguished personalities with different professional backgrounds. The Foundation has established an International Advisory Committee, whose members contribute to the strengthening of ELIAMEP’s presence at European and international level.
