Mission & Goals

The Central European Service for Cross-border Initiatives (CESCI) is a Budapest-based think-tank of cross-border issues. It was established in 2009 following the model of the French Mission Opérationnelle Transfrontalière (MOT). CESCI provides professional support to the stakeholders involved in territorial cooperation in Hungary and Central Europe. By involving experts from neighbouring countries, our association aims at strengthening the need and raising the spirit of cooperation and in this way facilitating mutual understanding and tolerance between the nations of the Danube region. CESCI is an open association, the members of which are local and regional municipalities, individuals and professional bodies. CESCI’s main areas of services are border studies, planning and programming, project development, institutional development, policy-making and knowledge sharing.

EU Legislative Interests

CESCI is interested in legislative proposals related to the following policies: - Cohesion Policy: the Cohesion Policy beyond 2027 legislative package, especially the Common Provisions Regulation and the European Territorial Cooperation Regulation; - European Territorial Cooperation and related policies and legislative proposals, e.g. legal and policy documents on Interreg programmes, the European Groupings of Territorial Cooperation and the mechanism on facilitating cross-border solutions (more generally: cross-border programming, governance and obstacle management); - policies which have direct influence on cross-border cohesion and integration, especially the legislative background of cross-border health, employment, education, transport and social policies, namely opinions and resolutions of the European Committee of the Regions and the European Economic and Social Committee, as well as opinions and draft regulations of the European Commission, the Parliament and the Council; - legislative and policy documents related to the European Union Strategy for the Danube Region (EUSDR); - territorial development with a special focus on cross-border functional areas and cross-border integrated planning (e.g. the policy documents of the NTCCP and the ESPON programme).
