Mission & Goals
Harm Reduction International envisions a world in which drug policies uphold dignity, health and rights. We use data and advocacy to promote harm reduction and drug policy reform. We show how rights-based, evidence-informed responses to drugs contribute to healthier, safer societies, and why investing in harm reduction makes sense. The organisation is an NGO in Special Consultative Status with the Economic and Social Council of the United Nations.
EU Legislative Interests
HRI follows EU drugs policy and policy related to HIV/AIDS, human rights, and the death penalty. From 10 July 2024, HRI is a member of the EU-funded Global Consortium for Death Penalty Abolition. From 2025, HRI is also an observer to the Council of Europe Drafting Committee on Human Rights and Drug Policies.
Communication Activities
We regularly publish our flagship report, the Global State of Harm Reduction. This publication maps HIV and viral hepatitis epidemics among people who inject drugs and the policy and practice responses to such epidemics.: hhttps://hri.global/flagship-research/the-global-state-of-harm-reduction/. The Global State of Harm Reduction is the only report to provide an independent analysis of the state of harm reduction in the world. It is a coordinated effort across practitioners, academics, advocates and activists to map global data and responses to drug use. In March 2025 we released our latest Global Overview on the Death Penalty for Drug Offences, followed by a launch at a side event at the UN Commission on Narcotic Drugs (CND) co-sponsored by the European Union and a number of member states: https://hri.global/topics/drugs-and-human-rights/death-penalty-for-drugs/.
