Mission & Goals
GISAD develops the European Digital System (EU-D-S), a decentralized, WAN-anonymous infrastructure to restore Europe’s digital sovereignty by transferring pre-digital democratic achievements into the digital age. 1. Legal & Technical Framework o Development of the EU-D-S Constitution, ensuring digital property rights, WAN anonymity, and decentralized governance (40 disciplines, 1,000 categories, 2.500 languages). 2. Economic & Social Integration o Pilot Projects: Focus on labor market integration (e.g., digital probationary work for migrants) and education (lifelong learning via EU-D-S categories). o 100 Million Users by 2030: Scaling the EU-D-S to replace US/China gatekeepers in key sectors (e.g., media, health, labor). 3. Funding & Political Support o €3 Billion Funding Goal: Based on the ECHR complaint (pending) and EU Parliament Petition 1134/2025 (link), which outlines the legal and economic necessity of the EU-D-S to counteract digital autocracy and US/China dominance.

Lobbying & Advocacy: Dialog with EU Commission, Parliament, and national governments to integrate EU-D-S into the Digital Decade 2030 strategy. Supports EU Digital Sovereignty Act and Data Governance Act. Technical Development: Finder Technology (patented) and WAN anonymity as the backbone of the EU-D-S. The provision of key figures on social structural relevance in order to develop democracy-friendly technologies. Aligns with EU Cybersecurity Act and NIS2 Directive. Pilot Projects: Labor market integration (digital probationary work for migrants) and education (digital citizen income). Addresses EU Skills Agenda and Migration Policy. Funding Applications: Submitting proposals to Digital Europe Programme, EIC Accelerator, and Horizon Europe. As a basis, €3 billion achievable within the framework of an ECHR complaint. Public Awareness: whitepapers, and EU Parliament petitions (e.g., 1134/2025) to highlight the need for the EU-D-S. Supports EU Democracy Action Plan and Digital Rights Charter.

A cooperative is to be founded for each language area to develop and operate the EU-D-S (European Digital System). The first founders have signed an MOU for the EU-D-S. By March 2027, founders must be found for 40 disciplines. The following start-up companies are desired: 1. Priority.
