Mission & Goals
Gallup GmbH is a research and analytics organisation based in Germany providing independent public opinion research, social and economic measurement, and policy-relevant data analysis. The organisation conducts large-scale surveys and analytical studies across Europe and globally, supporting evidence-based decision-making. Gallup GmbH engages with European Union institutions in the context of research collaborations, technical briefings, and participation in public tenders. Its activities focus on measuring societal outcomes such as wellbeing, labour markets, resilience, governance, and social progress, and on presenting empirical findings to inform policy discussions.
EU Legislative Interests
Engagement relates to research and analytical work connected to the implementation and evaluation of EU policy frameworks and programmes, including: – Horizon Europe (Regulation (EU) 2021/695) – European Regional Development Fund (ERDF) under the Common Provisions Regulation (EU) 2021/1060 – European Social Fund Plus (ESF+) (Regulation (EU) 2021/1057) – EU digital and communications policy initiatives implemented through DG CONNECT – Policy initiatives related to social inclusion, wellbeing measurement and regional development coordinated by DG REGIO and other Commission services Activities are limited to research provision, survey implementation and analytical support within these frameworks.
Communication Activities
Communication activities consist of dissemination of research findings, publication of survey results, technical reports and presentations delivered in the context of EU-funded contracts and research collaborations. This includes methodological briefings, participation in stakeholder events and presentation of analytical findings to Commission officials and institutional partners. Activities are informational and research-focused in nature.

Gallup associates actively participate in the global research community and adhere to internationally recognised professional and ethical standards, including the ICC/ESOMAR International Code on Market, Opinion and Social Research and Data Analytics and WAPOR guidelines. In some cases, Gallup associates hold individual memberships or serve in professional roles within relevant research associations (ESOMAR, WAPOR, among others). These roles are held in an individual professional capacity and do not constitute institutional affiliation or representation by Gallup GmbH. Gallup GmbH collaborates with academic institutions, research organisations and commercial partners on a project-by-project contractual basis in the context of research and public tenders.
