Mission & Goals
Reform Institute is the Polish independent think tank that supports the continuous improvement of formulation, implementation, monitoring and evaluation of public policies in Poland, Europe and globally. It brings together the core team of policy analysts actively involved in the national and EU-wide projects as well as the network of fellows that allows us to deliver a broad range of projects that require expertise in socio-economic and technical analysis, project management and stakeholder outreach. The programs of the Institute combine an emphasis on developing the long-term capacity to implement high-quality public policies (Cross-cutting program Better Governance) with an in-depth focus on specific policy challenges related to sustainable development and competitive clean growth (Climate-Neutral Economy program).

Communication Activities
The Reform Institute is a part of ECNO – European Climate Neutrality Observatory, an independent progress monitoring initiative that uses an indicator-based framework and scientifically rigorous analysis to help the EU achieve climate neutrality (https://climateobservatory.eu/). Within ECNO, we focus on the topic of just transition and industrial decarbonisation, including contributions to the annual flagship reports, policy briefs and events organized by ECNO. The Institute also coordinates the Stakeholder Forum within the UPTAKE project supported by Horizon Europe (https://www.cdr-uptake.eu/), which focuses on enabling the uptake of carbon dioxide removal methods. In 2025, the Institute provided inputs to the public debate around the EU policy framework in the area of building a competitive, climate-neutral economy: 1) policy report on European governance for just and fair transition (https://ireform.eu/en/our-projects/assessing-the-inclusion-of-a-just-transition-in-the-national-energy-and-climate-plans-what-has-changed/), 2) study on EU ETS revenue use for social justice and climate neutrality (https://life-effect.org/project/study-on-eu-ets-revenue-use-for-social-justice-and-climate-neutrality/), 3) co-organising Think2030 Dialogue in Poland, including sessions and associated short summaries on ETS2 and CID implementation. We have also signed a joint statement calling for the Industrial Accelerator Act to Drive Industrial Transformation in Central and Eastern Europe (https://www.epg-thinktank.org/seven-organisations-call-for-the-industrial-accelerator-act-to-drive-industrial-transformation-in-central-and-eastern-europe/). In addition to participation in the EU-level public debate, the Institute works on topics related to the implementation of the EU policies on the national level in Poland, e.g. updates of the NECP, preparation of the Social Climate Plan and ETS2 implementation, introduction of RES acceleration areas (https://ireform.eu/en/our-projects/).
