Mission & Goals

The University of Barcelona's Solidarity Foundation was created in 1996 to implement the cooperation policy of the university and foster democracy and human rights in the less developed regions or in post conflict countries. With the past of the time, the Foundation also started developing projects within the EU and in the local sphere. It develops several projects with the aim to promote fundamental rights, social inclusion and the respect for diversity. Since 2012 it promotes the European Observatory on Memories (EUROM), an international network that integrates partners across Europe. By building sinergies between academia, institutions, cultural centers and civil society, the EUROM fosters dialogue on historical memory and advocates for a geographical plurality and a social diversity. It develops activities aiming to contribute to a more inclusive, tolerant and solidaristic society.

EU Legislative Interests

The UB Solidarity Foundation, through its European Observatory on Memories, targets the objectives of article 5 of the EU Regulation 2021/692 of the CERV programme approved by the European Parliament and the Board of the European Union on 21 April 2021: “historical remembrance activity and its critical reflection in Europe are necessary to make the citizens, in particular young people, aware of their history and shared values as a basis for a shared future. They need to make us reflect upon the causes of the totalitarian regimes in modern European history, in particular Nazism, that led to the Holocaust, fascism, Stalinism and the totalitarian communist regimes, and must commemorate the victims of their crimes. They must also include activities related to other decisive moments and reference points in recent European history. It must consider the importance of historical factors to create a European identity based on shared values and a shared feeling of belonging”

Communication Activities

Every year the Foundation, through its European Observatory on Memories, organizes a meeting with the title "Taking Stock of European Memory Policies" in which organizations and individuals active in remembrance are invited, as well as representatives of the European Commission, the EACEA and the European Parliament. During the conference, the EU representatives share with the audience the latest decisions and policies on this topic, and an assessment of the design and execution of public memory policies in Europe is made. In 2024, for instance, this meeting was held in Brussels in October 30th and it will result in a report that will contain the demands, comments and questions of the participating entities.
