Mission & Goals
SAFE Ukraine 2030 is an independent, non-governmental foundation committed to advancing democratic resilience, inclusive security, partnership, and public-private-civil society collaboration in Ukraine. In the context of Russia’s full-scale war against Ukraine, our work has focused on responding to evolving hybrid threats through multistakeholder engagement, strategic communication, and digital resilience. The Safe Ukraine 2030 Foundation is establishing the first specialised non-governmental platform dedicated to advancing Ukraine as a security and rule-of-law. Our team has successfully implemented 120+ projects in legal and security areas; 50+ experts and specialists from Ukraine, Europe and around the world; 35 sectors in the field of security and law.

Communication Activities
Experts of SAFE UKRAINE 2030 represent the rights and interests of the Ethics Council, which ensures that sitting members and candidates for the posts of the High Council of Justice are vetted for their compliance with the criteria of professional ethics and integrity. First National OSINT Hackathon was organized to leverage open-source intelligence for improving Ukraine’s ability to investigate war crimes. Organized by NGO ‘Safe Ukraine 2030’ in partnership with the National Security and Defense Council of Ukraine, with support from various stakeholders in the technology and security sectors. Public-Private Partnership Research on National Security – an in-depth study on the partnership between the public and private sectors. The research findings were shared at national and international conferences, including the "War in Ukraine: Lessons Learned" International Conference and the First International Forum on "Legal Regulation of Arms Circulation in Ukraine.” Advocacy for Improving Legislation on National Security – our experts developed and published series of research papers on such topics, as "Public-Private Partnerships in National Security for Ukraine," "International Experience in Partnerships for National Security," and "Defence Procurement as an Example of State-Private Sector Partnership." These publications were aimed at informing the public and decision-makers about modern approaches and international best practices for enhancing national security in Ukraine Development of Foreign Direct Investment (FDI) screening legislation for Ukraine. Safe Ukraine 2030 works on the development a draft law that aims to establish a framework for the "screening" of direct foreign investments in strategic sectors of the Ukrainian economy. Beneficiaries of the project are the National Security Council and the Ministry of Economic Development, Trade and Agriculture. Launch of the flagship programme “A New Culture of Security” during the High-Level Roundtable “LEADERSHIP AND PARTNERSHIP IN SECURITY: THE LEADING ROLE OF CIVIL SOCIETY - from principles and standards to responsibility” at the Global Summit of the international Open Government Partnership (OGP) Initiative (October 2025, Spain). The event partners were: the European Business Association, the Ukrainian National Platform of the Eastern Partnership Civil Society Forum, and the International Renaissance Foundation. The “New Culture of Security” programme is a unique initiative that unites the principles of open governance, inclusive partnership, and public trust. Its purpose is to build a new security architecture in which civil society, business, government, and international organizations become equal partners in shaping a democratic, safe environment and common standards for risk response. The innovative approach of the proposed programme lies in the significant role and leadership of civil society in the field of security - as a guarantor of the preservation and protection of democratic values, and a driving force behind new standards and formats of responsible partnership, including public–civil partnerships, grounded in the principles and mechanisms of the Open Government Partnership (OGP). As a result of the High-Level Roundtable, a Statement was signed, affirming that: «Ukraine has demonstrated that true resilience arises from the unity of citizens, governments, and international partners. Civil society has become the voice of freedom and the guarantor of trust, accountability, and responsibility». Ongoing analytical work based on the previously completed project that was implemented within the grant from the International Renaissance Foundation and analytical documents developed within the named project: an analytical report on the consideration by Ukrainian courts of the war crimes and crimes of collaborationism.

The withdrawal of USAID from the market has led to a substantial decline in financial revenues. However, six projects remain actively underway, with a combined value of €175,498.56.
