Mission & Goals

The Egyptian Human Rights Forum (EHRF) is an independent Egyptian human rights organisation founded in March 2018. EHRF aims to promote the implementation and dissemination of international human rights law in Egypt, advocate for a human rights-based approach to democracy and the rule of law and mainstream human rights in public policy. EHRF seeks to achieve this mission through dialogue, networking, policy research, advocacy, raising public awareness, capacity building and the integration of young activists in the work of the human rights movement. EHRF prioritises dialogue with political, civil, and human rights actors both inside Egypt and in the diaspora. Through dialogue, the Forum aims to achieve a broad consensus on a series of measures and alternatives rooted in shared human rights values. The common ground will serve as a launching pad for constitutional and legal reforms in Egypt.

EU Legislative Interests

The Egyptian Human Rights Forum (EHRF) engages with a range of EU legislative and policy processes related to transnational repression, human rights accountability, and the protection of exiled human rights defenders. EHRF has actively contributed to and follows the implementation of the European Parliament’s resolution on transnational repression (2025/2048(INI)), the first EU-level initiative addressing the cross-border targeting of human rights defenders, journalists, and political dissidents. Its advocacy supports the operationalisation of the resolution’s recommendations, including improved monitoring, accountability, and policy coherence across EU institutions and Member States. EHRF also engages with the development of an EU-wide policy framework on transnational repression led by the European External Action Service (EEAS) and the European Commission. This includes efforts to establish a common EU definition of transnational repression, strengthen coordination between Member States, and integrate the issue into EU external action, human rights dialogues, and internal security frameworks. The organisation contributes to discussions on the implementation and use of the EU Global Human Rights Sanctions Regime (EUGHRSR), advocating for the designation of individuals and entities responsible for transnational repression, including cases involving surveillance, intimidation, and reprisals against diaspora communities. EHRF further targets the implementation of Regulation (EU) 2021/821 on dual-use items, particularly in relation to the export of surveillance technologies and spyware. Its advocacy focuses on ensuring that export controls are effectively enforced and aligned with human rights standards to prevent misuse against human rights defenders abroad. In addition, EHRF engages with EU mechanisms for the protection of human rights defenders, including ProtectDefenders.eu and the EU Guidelines on Human Rights Defenders. It advocates for expanding access to protection, relocation support, and legal assistance for individuals at risk of transnational repression. EHRF also contributes to EU external policy frameworks, including the European Neighbourhood Policy and NDICI–Global Europe programming, with a focus on integrating human rights conditionality into EU partnerships with third countries, particularly Egypt. This includes targeted engagement with the EU–Egypt Strategic Partnership and related political and financial frameworks, including ongoing discussions on EU macro-financial assistance (MFA) to Egypt. EHRF advocates for the inclusion of clear human rights benchmarks, transparency, and accountability mechanisms within these instruments, particularly in relation to civic space restrictions and transnational repression practices. Finally, EHRF engages with relevant EU digital and cyber policy discussions, particularly those related to spyware, online harassment, and cross-border surveillance practices, with the aim of strengthening safeguards against the misuse of digital tools for repression.

Communication Activities

EHRF implements targeted communication and advocacy activities to inform and influence EU policymaking on transnational repression, human rights accountability, and EU–Egypt relations. Advocacy events and policy engagement: EHRF organises and participates in high-level events, conferences, and roundtables in Brussels and across Europe, including at the European Parliament. In February 2026, EHRF launched its report “Wherever They Go: Transnational Repression and the Targeting of Egyptians Abroad” at the Press Club Brussels Europe, convening MEPs, EU officials, and international organisations. The organisation also co-organised a European Parliament event on transnational repression in 2025 and regularly contributes to closed-door policy discussions with EU stakeholders, including parliamentary offices and the EEAS. Targeted advocacy campaigns: EHRF conducts advocacy campaigns addressing EU legislative and policy processes, including migration and asylum frameworks and debates on the designation of Egypt as a “safe country of origin.” These include public statements, joint letters, and coordinated outreach to EU policymakers, calling for a human rights-based approach to EU–Egypt relations, including within the EU–Egypt Strategic Partnership and macro-financial assistance (MFA). Campaigns highlight risks related to civic space restrictions, transnational repression, and reprisals against human rights defenders. Publications and policy outputs: EHRF produces analytical reports, policy briefs, and advocacy papers that inform EU decision-making. Its annual reports on transnational repression include original data collection, case documentation, and policy recommendations relevant to EU instruments such as the EU Global Human Rights Sanctions Regime and export control frameworks. Additional outputs include policy briefs on EU external action, migration cooperation, and digital repression, as well as open letters and joint statements addressed to EU institutions. Direct engagement with EU institutions: EHRF maintains regular engagement with EU institutions through briefings, bilateral meetings, and written submissions. This includes exchanges with Members of the European Parliament, European Commission officials, and the EEAS, providing evidence-based analysis and recommendations on human rights developments in Egypt and their implications for EU policies. Media outreach and strategic communication: EHRF complements its advocacy through media engagement, including press releases, interviews, and opinion pieces in international and regional outlets. It conducts targeted outreach around key EU policy moments and report launches, including embargoed briefings for journalists and dissemination to EU stakeholders. Capacity-building and digital communication: EHRF organises workshops and training sessions for journalists and human rights defenders on data-driven advocacy, digital communication, and engagement with EU mechanisms. It also disseminates its findings through digital platforms, including social media and visual content, highlighting the human impact of EU policies, particularly in areas such as migration, surveillance, and transnational repression. Through these activities, EHRF seeks to ensure that EU policies are informed by credible evidence and aligned with international human rights standards.
