Mission & Goals
The Fisheries Secretariat (FishSec) is a politically independent, non-profit organisation dedicated to the protection and restoration of marine ecosystem services, with a focus on fisheries. We are working towards sustainable fisheries in Europe with a focus on the Baltic sea.
EU Legislative Interests
Most recently: 1. Proposal for a COUNCIL REGULATION fixing the fishing opportunities for certain fish stocks and groups of fish stocks applicable in the Baltic Sea (COM(2025) 458 final). 2. Evaluation of the EU Common Fisheries Policy: https://oceans-and-fisheries.ec.europa.eu/news/commission-launches-consultation-common-fisheries-policy-2024-06-20_en 3. Developments related to multiannual plan for the Baltic Sea region: (EU) 2016/1139. 4. Implementation of Council Regulation (EC) No 1100/2007 establishing measures for the recovery of the stock of European eel, including scientific advice and national eel management plans. 5. Implementation of GFCM long-term management measures for European eel in the Mediterranean Sea. 6. EU Action Plan protecting and restoring marine ecosystems for sustainable and resilient fisheries.
Communication Activities
1. Coordinated input together with other eNGOs to the Baltic Member States, Baltfish, the Commissioner and DG MARE on Baltic stock management, scientific advice and proposed fishing opportunities for 2026. 2. Participation in discussion and position of the Baltic Sea Advisory Council, responded to the public consultation and engaging in a range of activities throughout the year, building up to Commission decision on whether to move forward with CFP reform. Following reporting in Member States, participating in ICES workshops and following up on advice to the European Commssion. 3. Production of a FishSec report on the management of forage fish populations in the Baltic, presented to BSAC, Baltfish and focus of an event in the European Parliament. Also highlighted on our website and in social media. Engaging in discussions about management measures as Member of the Baltic Sea Advisory Council. 4. Following policy process from scientific advice to decision, meetings with decision-makers, press and social media activities. Engaging with Member States on national Eel Management Plans. 5. Joint Policy Brief with MedReAct on the long-term management of European eel in the Mediterranean under GFCM, and advocacy and communications work around the GFCM Annual Session. Focus on implementation in 2025. 6. Observer to JSG meetings and technical workshops with MS.
