Mission & Goals

FLAG Tramuntana was established on 14 December 2016 in Tramuntana under the CLLD approach. We are based in Karlobag, Croatia. Fisheries local action groups / FLAGs are partnership of representatives of the public, economic and civil sectors of a particular fisheries and aquaculture area and have the legal form of an association. The LAGUR Tramuntana area is a fishing area comprising five local government units (LGUs): the towns of Novalja, Rab and Senj and the municipalities of Karlobag and Lopar. The main goal of FLAG Tramuntana is to promote sustainable development of the fisheries and aquaculture sector and coastal communities through an integrated local development strategy. The organisation aims to strengthen the economic and social resilience of the area by supporting diversification of fisheries-dependent activities, encouraging innovation and environmental sustainability, fostering local partnerships, and enhancing the quality of life in coastal and island communities.

EU Legislative Interests

FLAG Tramuntana operates within the framework of the European Maritime, Fisheries and Aquaculture Fund (EMFAF) and the Common Fisheries Policy (CFP). Our activities contribute to the implementation of EU policies related to sustainable fisheries, coastal community resilience, blue economy development, and environmental protection. We particularly focus on the objectives of: the Common Fisheries Policy (Regulation (EU) No 1380/2013), supporting sustainable management of marine resources and socio-economic viability of fishing communities, the European Green Deal and EU Biodiversity Strategy for 2030, promoting climate resilience, marine biodiversity conservation, and sustainable local food systems, the Maritime Spatial Planning Directive (2014/89/EU), supporting balanced and sustainable use of marine and coastal areas, and the Community-Led Local Development (CLLD) approach under EMFAF, strengthening local partnerships, innovation, and diversification of the blue economy. Through our local development strategy, FLAG Tramuntana contributes to the EU’s long-term goals for sustainable blue growth and rural–coastal cohesion.

Communication Activities

FLAG Tramuntana regularly implements communication and visibility activities to promote the objectives of the Common Fisheries Policy (CFP), the European Maritime, Fisheries and Aquaculture Fund (EMFAF) and the Community-Led Local Development (CLLD) approach. These activities include: • Local and regional events to present EMFAF-funded projects and best practices in sustainable fisheries, blue economy innovation and coastal community development; • Workshops and capacity-building sessions for local stakeholders, fishermen, small businesses, and civil society organisations to encourage participation in EU-funded initiatives; • Publications and online content (website articles, social media posts) highlighting results of local projects, cooperation with other FLAGs, and contributions to EU policy goals; Through these activities, FLAG Tramuntana contributes to raising awareness of EU policies at the local level and strengthening the connection between local stakeholders and European sustainable development priorities.
