Mission & Goals
FIAP is an organization representing the interests of the transport and logistics sector. Founded in 1949, it is among the most historic organizations in the sector. Collaborates and actively participates in dialogue and discussion both with national institutions, and specifically with the Ministry of Infrastructure and Transport, the Ministry for the Environment and Environmental Sustainability, the Ministry of Business and Made in Italy and the Ministry of Agriculture, both with study and research bodies at national and international level.
EU Legislative Interests
During 2025, FIAP – Federazione Italiana Autotrasportatori Professionali, registered in the European Union Transparency Register, carried out a structured and continuous activity of monitoring, technical analysis and institutional engagement on the main European Union dossiers relevant to the road freight transport and logistics sector. Within this framework, FIAP maintained direct relations with Members of the European Parliament elected in Italy, as well as with their parliamentary assistants and policy advisors, belonging to the following political groups of the European Parliament: ECR – European Conservatives and Reformists; Patriots for Europe; PfE – Europe of Sovereign Nations; EPP – European People’s Party. The exchange of information, technical analyses and assessments on EU dossiers of interest for the sector took place: through in-person meetings, organized in connection with institutional meetings, sectoral events or dedicated discussion opportunities; through remote interactions, including online meetings, structured exchanges of documentation and written communications. These activities were carried out for informative and technical-analytical purposes only, within the framework of standard dialogue practices between interest representatives and public decision-makers, in full compliance with the principles of transparency, integrity and traceability laid down by the EU Transparency Register. EU dossiers followed in 2025 Revision of the Combined Transport Directive (Directive 92/106/EEC) - FIAP continuously monitored the proposal for the revision of the Combined Transport Directive (COM(2023)702 final), analyzing its technical, economic and operational impacts on road haulage undertakings. FIAP prepared technical and policy-oriented documentation (analytical notes, operational fact sheets, SWOT analyses), used as a basis for exchanges with European institutional interlocutors and stakeholders. eFTI Regulation (Regulation (EU) 2020/1056) - In 2025, FIAP analyzed the implementation of the eFTI Regulation, with particular attention to the delegated and implementing acts adopted in 2024. This dossier was addressed as a cross-cutting and strategic element for the digital governance of freight transport within the European Union. Roadworthiness Package - FIAP analyzed the legislative package presented by the European Commission in 2025 concerning the revision of EU rules on: periodic technical inspections of vehicles; roadside inspections; vehicle registration documents. Technical analyses and impact assessments were prepared to support institutional dialogue. Revision of the Weights and Dimensions Directive (Directive 96/53/EC)-FIAP followed the revision process of Directive 96/53/EC, with reference to: zero-emission vehicles; intermodal transport; EMS configurations; enforcement measures. The activity included a structured comparison between the current regulatory framework and the proposed amendments emerging during the EU negotiations. External costs of transportIn 2025, FIAP developed a technical analysis of the EU methodology on external transport costs, in relation to: policies promoting combined transport; the objectives of the European Green Deal; mechanisms for the internalization of environmental costs. This work provided analytical support across several EU dossiers. Import Control System 2 (ICS2) - FIAP analyzed the implementation of the EU customs system ICS2, with particular focus on Step 3 and its operational implications for road transport and logistics, including specific application cases and technical clarification activities. EU sectoral social dialogue – Road transport - During 2025, FIAP monitored the activities of the EU Sectoral Social Dialogue Committee for road transport, with a focus on driver posting and the employment of third-country drivers, preparing analytical materials to support European advocacy activities.
Communication Activities
Over the past year, FIAP, in addition to publishing on its website - www.fiapautotrasporti.it - reports, specific information, informative notes on the news related to the rules and EU directives, has organized webinars and direct meetings during which the subjects of EU regulation were discussed. FIAP Secretary General Alessandro Peron, Coordinator of Relations with Europe Piero Savazzi, and members of the National Secretariat staff spoke at conferences and held discussions with Italian and European Parliamentarians on key topics of interest and the dossiers under review. Comments on these meetings are available on our website. Of particular interest is the work carried out during the ECOMONDO 2025 event, held in Rimini (IT) in November 2025, which focused specifically on European Open Dossiers, with particular attention to the state of play in EU processes for their analysis, implementation, and promulgation. The analysis was conducted in close collaboration with IRU. Also in November 2025, FIAP was a partner in the implementation of the work of the Contract Logistics Observatory managed by the Polytechnic University of Milan - Faculty of Management Engineering, during which connections with the European dossiers examined emerged.

Among these, for example, a specific service for monitoring and evaluating drivers' driving and rest times, and a technical and legal regulatory consultancy service. DKV Euroservice Italia S.r.l., a Company operating in professional mobility and fleet services, including payment solutions for fuel, tolls and related services, as well as tools supporting vehicle and fleet management. Innovery S.p.A., a Company specializing in cybersecurity services, consulting and IT security solutions, with activities also addressed to companies operating in the transport and logistics sectors. SIMA S.r.l. - Software company developing management solutions for transport, logistics and freight forwarding, including applications for planning, operational management and control of transport processes. Ecosistema S.r.l. - Company active in the commercial mobility sector, providing services to road haulage companies, including vehicle and fleet-related services, equipment and maintenance. FIAP is also present in the Board of Directors of the OTCR - Transport Compliance Rating Observatory, a system which, through a self-assessment system, allows transport and logistics operators to verify their compliance with the standards and rules of qualitative management and governance, for be able to present yourself to customers with a qualifying identity card.
