Mission & Goals
The mission of FH FILPA is the continuous effort to highlight, promote and disseminate the idea of preserving, maintaining and using the old car and motorcycle as well as any other type of old self-propelled wheeled vehicle, as part of our motorized heritage. As FH FILPA is the National Authority of FIVA (ANF) in Greece, it certifies and issues the FIVA Identity Card for Historic Vehicles and the Youngtimer Registration Document for Youngtimer Vehicles. It also issues the Certificate of Characterization and the Certificate of Conformity for Vehicles of Historical Interest, in accordance with Law 4850/2021. In addition, it licenses Regularity events, Touring events, Concours d’Elegance as well as Static displays/exhibitions.
EU Legislative Interests
In line with the mission of the Fédération Internationale des Véhicules Anciens, our organisation monitors EU policy initiatives that may impact the preservation, safe use, and regulatory treatment of historic vehicles as part of Europe’s cultural heritage. These include in particular: • European Green Deal, notably measures related to emissions and environmental performance of vehicles • Fit for 55 packages, including legislative proposals affecting road transport and emissions reduction • Sustainable and Smart Mobility Strategy, in relation to transport policy and vehicle use • EU initiatives concerning roadworthiness testing, vehicle registration, and low- and zero-emission mobility frameworks, where specific provisions may affect historic vehicles Our activities consist primarily of monitoring these developments and, where appropriate, contributing to consultations or exchanges in order to ensure that the specific characteristics of historic vehicles, and their cultural and technical value, are duly recognised.
