Fair SH.P.K. is an authorized partner in Kosovo for Mondi (industrial paper) and Toyo Ink (industrial ink), specializing in the production of high-quality sacks and paper shopping bags. EU Legislative Interests

Main EU legislative proposals or policies targeted: The investment proposal by FAIR SHPK, a company legally established in the Western Balkans, aligns directly with the strategic priorities and legislative initiatives of the European Union. The project contributes to the implementation of key EU policies that support sustainable economic growth, clean energy, industrial modernisation, and regional integration. The following EU legislative proposals and policy frameworks are specifically targeted: European Green Deal FAIR SHPK’s investment integrates climate-friendly technologies and resource-efficient systems into its manufacturing operations, contributing to the EU's objective to become climate-neutral by 2050. The company’s transition strategy supports circular economy principles, carbon footprint reduction, and sustainable infrastructure development. Fit for 55 Package Through energy-efficient production processes and planned deployment of renewable energy technologies, the project contributes to the EU's interim climate targets for 2030, reducing CO₂ emissions from industrial activity and enhancing environmental performance. Renewable Energy Directive (RED II / RED III) The project incorporates self-generation of renewable energy through solar and/or biomass sources, contributing to national and EU-wide goals for increased shares of renewables in final energy consumption. Energy Efficiency Directive (2023/1791) The modernization of FAIR SHPK’s facilities aims to improve energy efficiency across production lines and infrastructure, in full compliance with the updated EU directive, which requires significant reductions in final energy consumption by 2030. Net-Zero Industry Act (Proposal 2023) The project supports the EU’s ambition to scale up net-zero technology manufacturing. FAIR SHPK’s investment advances clean tech capabilities in the Western Balkans and strengthens integration into EU industrial value chains. EU Industrial Strategy The investment contributes to the diversification and competitiveness of the Western Balkans’ industrial base, while supporting resilient supply chains, innovation, and technological upgrading. It reflects the goals of the updated EU Industrial Strategy to build a more sustainable, digital, and globally competitive industry. Western Balkans Investment Framework (WBIF) As part of the Growth Plan for the Western Balkans, this investment aligns with WBIF priorities by promoting green growth, energy security, and connectivity within the region and with the EU internal market. Environmental, Social and Governance (ESG) Principles & Do No Significant Harm (DNSH) FAIR SHPK adheres to EU sustainability principles. The project is designed to ensure compliance with ESG standards and DNSH, especially in areas such as emissions reduction, water use, and waste management. Digital Decade Policy Programme 2030 (if applicable) If the project includes process automation, digital monitoring systems or cloud-based production controls, it supports the EU’s vision of a digitally transformed economy and industry.

Communication Activities

FAIR SHPK is fully committed to transparent and proactive communication in line with the EU’s strategic objectives, especially concerning the European Green Deal, the Green Transition, and Digital Transformation. As part of the proposed investment project, FAIR SHPK will implement a dedicated communication strategy to promote awareness of EU-supported reforms, green and digital technologies, and the importance of sustainable industrial growth. Communication activities will include: Public Launch Event An official launch event will be organized upon project initiation, with participation from local authorities, business community, and media, to highlight the EU’s support through the Growth Plan for the Western Balkans. Stakeholder Workshops and Open Days FAIR SHPK will host informational workshops for local stakeholders, including suppliers, students, and local communities, focused on energy efficiency, environmental compliance, and integration into EU value chains. Online Campaigns and Social Media Promotion The company will run targeted campaigns across social media platforms (LinkedIn, Facebook, Instagram) to share updates on project milestones, green innovations implemented, and alignment with EU policies. Dedicated Webpage and Project Updates A section on FAIR SHPK’s website will be created to report transparently on the project’s progress, sustainability goals, and its contribution to EU legislative objectives. Project reports and visuals will be made accessible to the public. Educational Engagements In collaboration with vocational schools and universities in the region, FAIR SHPK will deliver guest lectures and offer guided site visits for students to promote careers in green industry and digital manufacturing aligned with EU principles. Media Coverage and Press Releases Regular updates and press releases will be shared with national and regional media to ensure visibility and awareness of the project’s impact and alignment with the EU’s Green Deal, Digital Decade, and Industrial Strategy. Use of EU Visibility Guidelines All communication materials will follow the EU visibility rules, including proper use of the EU emblem and standard disclaimers acknowledging support from the European Commission.
