Mission & Goals

EuroScan is an international, non-profit network for early awareness and horizon scanning of emerging health technologies. Its goal is to support timely, evidence-informed decision-making by identifying and sharing intelligence on potentially impactful innovations at an early stage. The network brings together public agencies, HTA bodies, regulators, policy institutions and research organisations to promote methodological exchange, collaboration and capacity building. EuroScan focuses on pharmaceuticals, medical devices, diagnostics, digital health and service innovations, and serves as a neutral, member-driven platform to strengthen anticipatory governance and support sustainable access to health innovation.

EU Legislative Interests

EuroScan addresses EU health policy by supporting anticipatory, evidence-informed decision-making on emerging health technologies across Europe. Its activities align with key EU policy objectives on health system sustainability, innovation governance and patient access, as articulated in Horizon Europe, the European Health Union, and related initiatives on preparedness and resilience. By strengthening early awareness and horizon scanning, EuroScan contributes to the effective implementation and downstream impact of EU regulatory and policy frameworks, including those affecting pharmaceuticals, medical devices, diagnostics and digital health. The network supports policy coherence by linking early intelligence to processes such as HTA, regulation, pricing, reimbursement and implementation, thereby helping policymakers manage uncertainty, prioritize innovation and align health technology development with public health needs.

Communication Activities

EuroScan supports EU health policy through a range of communication and knowledge-exchange activities. These include international conferences, thematic workshops, webinars and training courses focused on early awareness, horizon scanning and emerging health technologies, often addressing policy-relevant topics linked to EU health priorities. EuroScan regularly produces and disseminates scientific publications, methodological guidelines, policy-relevant reports and toolkits, which inform policymakers, HTA bodies and other public institutions. In addition, the network facilitates member updates, expert discussions and collaborative project outputs that translate early intelligence into actionable insights for EU-level and national health policy processes.
