Mission & Goals

EUNIRPA is an association that represents 15 members covering 12 Member States and defends the interests of EU non-integrated wire rod processors and other long steel products in all EU matters, including but not limited to trade, customs and anti-trust matters, affecting their business activities, whether at national level or at EU level. EUNIRPA members are active in the steel transforming business. EUNIRPA members do not produce their own steel out of iron ore or scrap. Instead, they buy wire rod from steel mills and transform the purchased wire rod (high and low carbon) into bright wires, galvanized wires, rebar on coil, bars, spacers, lattice girders, mesh, steel cords, steel ropes and other wires for different applications which are vital to EU sectors such as construction, mobility, agriculture, mobility and energy transition. EUNIRPA is, by far, the largest importers and non-integrated industrial users users of wire rod into the EU (~3.8M tons).

EU Legislative Interests

- EU Carbon Border Adjustment (CBAM) regulation - Commission proposal for a Regulation which addresses ‘the negative trade-related effects of global overcapacity on the Union steel market’ (i.e. the Action Steel Plan)

Communication Activities

EUNIRPA has been involved in campaigns and publications in relation to the EU Carbon Border Adjustment (CBAM) regulation. See the feedback made by EUNIRPA in the context of the Commission’s public consultation on CBAM, published on EUNIRPA’s website (here). While there was no public communication about this, EUNIRPA was involved in the Commission’s review of the safeguard measures on certain steel products in which EUNIRPA provided comments to the Commission on 26 February 2024. EUNIRPA also provided comments in the context of the functioning review of these safeguard measures on 13 January 2025. These comments were uploaded on the Commission’s platform, Tron.

EUNIRPA is an "Association de fait" which was created in 2016. It does not issue any financial statements. Thus, we left blank the entry "Most recent closed financial year". Since we are prevented by the system to enter a figure in the box "Estimate of annual costs related to activities covered by the Register", we would nevertheless wish to declare that EUNIRPA estimates that its annual costs related to activities covered by the Registry about EUR 50,000.
