Mission & Goals

The European Movement in Serbia (EMinS) is an independent and voluntarily organization of the citizens of Serbia. It was founded on November 24, 1992 as a non-governmental, non-party and not-profit organization. EMinS is an independent institution of the democratic public and a citizens’ organization that advocates for peaceful, democratic and full European integration and a democratic and modern Serbia as part of Europe. Since 1993, the European Movement in Serbia is a full member of the International European Movement (www.europeanmovement.org), an international non-governmental organization with a great tradition and significant influence on political actors in European countries. EMinS has more than 400 individual members and 12 collective members in a network of 14 local councils. The member network has been growing every year. Today, EMinS is a leader in terms of its project management and technical capacities, and research and development expertise.

EU Legislative Interests

Main EU legislative proposals or policies targeted: As the European Movement in Serbia (EPuS), our focus aligns with several key EU legislative proposals and policies aimed at advancing Serbia’s integration into the European Union. These include: European Integration and Enlargement Policies: We support the EU’s enlargement process and the comprehensive reforms needed for Serbia to meet the criteria for membership, particularly in the areas of rule of law, human rights, and democratic governance. This encompasses the EU's accession process, which is integral to shaping a modern, democratic, and stable Serbia within the EU framework. Human Rights and Democracy: Our advocacy targets EU policies related to the protection and promotion of human rights, including freedom of speech, gender equality, minority rights, and the protection of vulnerable groups. We focus on the implementation of European standards in these areas, ensuring that Serbia adopts and adheres to the EU’s human rights policies. Sustainable Development and Green Policies: We emphasize the EU’s commitment to environmental sustainability and the Green Deal, advocating for Serbia’s alignment with EU environmental standards. This includes policies aimed at reducing carbon emissions, transitioning to renewable energy, and integrating sustainable practices in urban development, agriculture, and industry. Public Awareness and Civic Engagement: EPuS actively promotes EU policies related to public participation, transparency, and governance. We focus on raising awareness among citizens about EU policies, fostering a greater understanding of Serbia’s path to EU membership, and encouraging active involvement in democratic processes at all levels. Research and Innovation Policies: In line with the EU’s goals for innovation and knowledge economy, EPuS advocates for the strengthening of Serbia’s research and innovation sectors. We promote policies that support education, scientific research, and the development of innovation ecosystems in Serbia, in alignment with EU standards. Through these efforts, we aim to contribute to the creation of a democratic, inclusive, and modern Serbia that is fully integrated into the European Union

Communication Activities

Over the past 30 years, the European Movement in Serbia (EPuS) has been actively involved in promoting and communicating key EU policies through a variety of channels. To date, we have published over 100 publications focusing on crucial issues such as European integration, democracy, human rights, sustainable development, and EU enlargement policies. Our publications are aimed at providing comprehensive insights, raising awareness, and stimulating debate on these important topics. The most extensive focus has been on European integration, a process central to Serbia’s future, as well as the broader goals of democracy and enlargement. In addition to our publications, EPuS has organized numerous events, conferences, and public discussions to facilitate dialogue on EU policies. These events have brought together key stakeholders from the government, civil society, academia, and the diplomatic community, creating a platform for exchanging ideas and fostering collaboration. Our events also aim to inform the public about the EU’s values and standards, providing a deeper understanding of the European integration process and Serbia’s role in it. One of the main communication activities involves our Forum for International Relations, which includes highly respected former diplomats and ambassadors. Members of this forum are very active in the public sphere, regularly commenting on political events and developments. Their expertise and insights help bridge the gap between complex EU policies and public understanding. They frequently provide analysis and commentary in media outlets, shaping public discourse and ensuring that critical aspects of Serbia’s EU accession process are discussed widely. Additionally, EPuS has led several campaigns to engage the public and raise awareness on key EU policies, especially in relation to human rights, the rule of law, and sustainable development. These campaigns have included online platforms, media appearances, and educational outreach programs designed to empower citizens with the knowledge necessary to understand and support the EU integration process. By combining our publications, public events, and media engagement, EPuS has created a robust communication strategy that has effectively supported Serbia’s European journey. Through these activities, we continue to contribute to an informed public debate and help foster a culture of democratic values and European integration in Serbia.

The European Movement in Serbia (EPuS) is proud to be an active member of several key organizations and networks that support European integration, democracy, and human rights. Our membership in these prestigious bodies allows us to contribute to important discussions and initiatives at the international level, as well as strengthen our influence within the European movement. The organizations we are affiliated with include: EMI - European Movement International: EPuS is a full member of the European Movement International (EMI), with a seat on its Board of Directors. EMI is one of the largest and most influential pro-European organizations, and being a part of this network enables us to participate in various EU-related initiatives and contribute to the ongoing development of European integration. EESC - Enlargement Candidate Initiative Member: As a member of the European Economic and Social Committee's Enlargement Candidate Initiative, EPuS actively participates in discussions surrounding EU enlargement, particularly focusing on the integration of Western Balkan countries into the European Union. This affiliation allows us to engage directly in dialogue on the enlargement process and contribute to shaping policies that affect Serbia's EU accession path. JEF Europe - Young European Federalists: EPuS is a full member of JEF Europe, which represents the youth forum of the European movement. Through our active participation, we contribute to youth-led initiatives that promote European unity, democratic values, and political engagement. As part of JEF Europe, we also manage the National Section, JEF Serbia, which serves as the platform for youth activism in Serbia related to European issues. These memberships allow EPuS to collaborate with like-minded organizations and contribute to advancing European values in Serbia and the wider region. By being part of these influential networks, we continue to strengthen our role in the European integration process and foster a deeper understanding of the benefits of EU membership for Serbia.

The European Movement in Serbia (EPuS) is a dynamic organization that brings together individuals and entities committed to advancing Serbia’s European integration and promoting democratic values. Our members are diverse, ranging from professionals and academics to political and civil society activists. We are particularly proud of our two main forums—Forum for International Relations and Youth Forum, both of which engage a wide range of individuals contributing to the work of the European Movement in Serbia. Forum for International Relations The Forum for International Relations gathers citizens who align with the principles and values of the European Movement in Serbia, acting as part of the broader International European Movement network. This forum is open to individuals engaged in the study and practice of international relations, especially those who adopt a scientific, professional, and independent approach to understanding global political and economic dynamics. The forum aims to create an institutional framework for informed discussions on key international issues, based on European values, the protection of human rights, and respect for diversity. The Forum for International Relations is particularly focused on promoting Serbia's integration into European processes, supporting efforts towards building trust and cooperation across the Balkans and Southeast Europe. It stands firmly against narrow-minded exclusionary ideologies, nationalism, and any hegemonic aspirations, advocating instead for peaceful, collaborative solutions to international disputes. The forum regularly holds meetings and public discussions on relevant topics such as international relations, foreign policy, and EU integration. The forum is open to all those who support peaceful, collaborative efforts towards solving international issues, particularly those related to European integration. Youth Forum of the European Movement in Serbia Established in 2014 at the initiative of the Generation 21 collective member of EPuS, the Youth Forum aims to strengthen youth activism, involve young people in current youth policy trends, and promote European values within the context of Serbia's European integration process. The forum operates under the following vision: to build a democratic society based on European standards that recognizes the needs of young people and encourages them to actively engage in public life. The Youth Forum's activities focus on improving the knowledge of young people regarding EU integration processes and European values. Additionally, it fosters regional cooperation and networking among youth across Europe and beyond. The forum aims to: Improve awareness of European integration among young people Promote youth involvement in social, creative, and sustainable development Advocate for decision-makers to address the needs of youth Facilitate youth networking and mobility at local, national, and international levels The Youth Forum’s strategic areas of work include: Youth employment and employability Youth activism and mobility Youth education and culture Information and communication for young people The Youth Forum organizes significant events like Europe Day, European Classes, Facelook Debates, and collaborates on regional initiatives such as the Regional Ecological Charter for Youth. These activities allow young people to engage with European issues and explore ways to contribute to the EU integration process. Membership in the Youth Forum is open to individuals aged 15 to 30, representing various social, educational, and professional backgrounds. The forum places a strong emphasis on gender equality, inclusion, and the empowerment of young people with disabilities, ensuring that all youth, regardless of their background, are able to participate and benefit from its activities. Through these two forums, the European Movement in Serbia facilitates active engagement of both experienced professionals and younger generations, ensuring a diverse and inclusive approach to Serbia’s European journey.
