Mission & Goals
ELI is an independent, non-profit organisation established to initiate, conduct and facilitate research, make recommendations and provide practical guidance in the field of European legal development. Building on Europe’s rich and diverse legal traditions, its mission is to promote better law-making and to enhance European legal integration. Through its work, ELI seeks to create a more coherent European legal community, integrating the achievements of different legal cultures, endorsing the value of comparative legal knowledge and taking a genuinely pan-European perspective. Its activities span all branches of the law, substantive and procedural, private and public, and aim to contribute to high-quality, innovative and future-oriented legal development in Europe.

Communication Activities
Communication Activities with EU Institutions ELI maintains regular, structured communication with EU institutions across its thematic priorities, including rule of law, judicial cooperation, digital transformation of justice, and sustainable societal regulation. Outreach is conducted both within the framework of ELI projects and through broader representational activities. These communications include: 1. Engagement With the European Commission Targeted exchanges with relevant Directorates-General (in particular DG JUST) on files falling under the thematic umbrellas of Rule of Law in the 21st Century, Law and Governance for the Digital Age and Sustainable Life and Society. Participation in consultations (public and targeted) on policy and legislative initiatives relevant to ELI’s project portfolio. Submission of instruments in response to ongoing EU initiatives. Regular meetings with EU officials to present ELI outputs, exchange views on emerging policy needs, and explore alignment between ELI work and EU priorities. 2. Engagement With the European Parliament Dialogues with Members of the European Parliament (MEPs) on issues linked to ELI projects. Invitations to present ELI work at parliamentary hearings, workshops, and thematic meetings. Provision of expert insight, briefings and written materials relevant to legislative or policy discussions. 3. Engagement With EU Agencies and Networks Cooperation with EU agencies such as the Fundamental Rights Agency (FRA), EUIPO, and the European Public Prosecutor’s Office (EPPO) where relevant to project themes. 4. Awareness-Raising, Dissemination and Representational Activities Annual Conference, which regularly includes participation of senior EU officials and provides a platform for presenting ELI project developments aligned with EU policy areas. Workshops, conferences, high-level roundtables and targeted stakeholder meetings specifically organised to present ELI instruments to EU policymakers and practitioners. Publication and dissemination of ELI Instruments to EU institutions and networks. Strategic communication campaigns (newsletters, social media, policy briefs) highlighting ELI work relevant to ongoing EU debates. Additional Information
Some ELI projects are run jointly with partner organisations, which may contribute financial or in-kind resources to those projects. In addition, project-specific funding has been granted by the European Union in supporting ELI’s work. ELI also benefits from financial support from the City of Vienna. ELI likewise receives event sponsorship from partners and stakeholders for selected conferences and activities. While ELI is an independent membership-based organisation, many members of its project teams (including reporters, advisers and observers) contribute on a voluntary or pro bono basis. Their work is therefore not reflected in the financial data provided but is essential to the implementation of ELI’s mission. These factors should be taken into account when interpreting the financial information submitted, as ELI’s budget does not fully capture the significant in-kind, voluntary and partner-contributed resources that support the Institute’s activities.
