Mission & Goals

The European Land Registry Association (Aisbl) represents 31 official land registry organisations from 27 European countries. The Association’s primary purpose is to support the development and understanding of the role of land registration in real property and capital markets in Europe and promotes a mutual understanding of land registers, to help create an open and secure Europe, serving and protecting citizens. Land Registries are a fundamental pillar of legal certainty and ELRA is committed to ensuring the incorporation of this principal into Community Law. Land registration systems operate throughout the world as the legal basis for recording with certainty ownership and other legal rights in and over land. Such systems provide the machinery for confident property transfer, the operation of secure mortgage markets and protection for the citizen.

Member Of

(1) ELRA is institutional observer member of the European Law Institute. ELI is an independent non-profit organisation established to initiate, conduct and facilitate research, make recommendations and provide practical guidance in the field of European legal development. Building on the wealth of diverse legal traditions, its mission is the quest for better law-making in Europe and the enhancement of European legal integration. By its endeavours, ELI seeks to contribute to the formation of a more vigorous European legal community, integrating the achievements of the various legal cultures, endorsing the value of comparative knowledge and taking a genuinely pan-European perspective. As such its work covers all branches of the law: substantive and procedural; private and public (2) Participation in conferences organized by the EU associations to spread the value of the Land Registry role and information as the Permanent Committe on Cadastre (PCC), EuroGeographics, WPLA United nations and others. (3) Collaboration with the European Business Registry Association (EBRA), especially regarding Anti Money Laundering matters and use of digital tools (4) Collaboration with international registry associations such as IPRA-CINDER and IBEROREG, with the aim of sharing the experience acquired as interlocutor of European registries and best practices developed within the ELRN. This contribution provides strategic guidance on how strengthening property rights can help lay the foundations for inclusive and sustainable economic development, greater legal certainty and institutional trust, with the goal of improving citizens' living conditions. (5) In 2022 ELRA has signed a collaboration agreement with IBEROREG (Ibero-American Registry Network) created with the intention of promoting understanding between registry organizations and between these and the public administrations of the countries that make up the Ibero-American Community of Nations.
