Mission & Goals
ELACTA (European Lactation Consultant Alliance) is a non-profit European association dedicated to the protection and improvement of public health through the promotion of breastfeeding and human milk feeding and the advancement of the profession of the International Board Certified Lactation Consultant (IBCLC) in Europe. ELACTA’s activities focus on maternal and child health, infant and young child feeding, health equity, and access to evidence-based lactation care. The organisation works to improve professional standards, education, and availability of qualified lactation consultants across European countries, in line with international public health recommendations. In relation to EU policies, ELACTA engages in awareness-raising, expert input, and dialogue with European institutions on issues including breastfeeding protection, infant feeding safety, public health prevention, and the health workforce.
EU Legislative Interests
EU policies and initiatives related to public health, maternal and child health, and infant and young child feeding, including frameworks on breastfeeding protection, infant feeding safety, and health promotion and disease prevention. Relevant areas include EU public health policy under Article 168 TFEU, food safety and consumer protection as they relate to infant feeding, health workforce and professional qualifications, and the implementation of international public health recommendations within EU policy contexts.
Communication Activities
ELACTA carries out communication activities related to EU-relevant public health policies in the fields of maternal and child health, breastfeeding, and infant and young child feeding. These activities include the publication of position statements, press releases, and informational materials addressing breastfeeding protection, infant feeding safety, and access to evidence-based lactation care in Europe; dissemination of professional and public-health information through digital channels; and contributions to awareness-raising activities related to EU public health priorities. Communication activities are primarily aimed at raising awareness among policymakers, health professionals, and the public, and may be linked to EU policy discussions, consultations, or public health initiatives.

ELACTA is an independent European non-profit association. At present, it is not a formal member of other associations, federations, or networks, and does not sponsor or financially contribute to external entities. ELACTA cooperates on an ad hoc basis with relevant stakeholders in the field of maternal and child health in line with its public health mission.
