Mission & Goals
The European Implementation Network (EIN) works with members and partners - lawyers, civil society organisations and communities- from across the Council of Europe region to advocate for the full and timely implementation of judgments of the European Court of Human Rights. Based in Strasbourg, EIN serves as a hub for European civil society organisations and facilitates engagement with the Council of Europe’s structures.
EU Legislative Interests
EIN mainly follows the EU's work in relation to the following policy areas: Rule of law, Freedom of expression, Justice independence, Migration and Asylum, Human rights.
Communication Activities
- Participation in the consultation on and contribution of ECtHR implementation data to the European Commission's Rule of Law reports (yearly since 2022); - EIN reports about the non-implementation of European Courts' judgments (yearly since 2022), one new report to follow in 2026; - Recent relevant conferences organised by the EIN: 1) "EIN Freedom of Expression Closing Conference - Implementing ECtHR Free Speech Judgments: Civil Society Impact, Lessons Learned and Future Strategies" (Thessaloniki, 25–26 June 2025): This landmark event brought together around 40 civil society human rights defenders, lawyers, journalists, academics and officials from across Europe to celebrate collective achievements, confront persisting obstacles and chart a path forward for the protection of freedom of expression. Over two days of discussions, participants reflected on the impact of the project’s multifaceted activities, shared best practices and lessons learned, and explored how similar progress could be replicated in other jurisdictions. 2) "'Justice Delayed, Justice Denied - The non-implementation of European Courts’ Judgments and the Rule of Law in the EU' report launch" (Strasbourg 25 November 2025): The event, which took place alongside the European Parliament plenary, featured presentations by Ioulietta Bisiouli, Director of EIN, and Dr. Nino Tsereteli, Programme Coordinator at DRI, followed by an institutional feedback from MEP Daniel Freund and an open exchange with the audience.

EIN is a member of the CURE - Campaign to Uphold Rights in Europe, an initiative of leading civil society organisations from across the European continent that was launched in 2022 in Strasbourg, committed to strengthening the work of the Council of Europe (CoE) and to making the voice of civil society prominently heard in the CoE context.
