Mission & Goals
EHPA was established in 2000 to promote awareness and proper deployment of heat pump technology in the European marketplace for residential, commercial and industrial applications. EHPA today has more than 210 members representing the majority of actors in the European Heat Pump Industry. The association aims to provide technical and economic input to European, national and local authorities in legislative, regulatory and energy efficiency matters. All activities are aimed at overcoming market barriers and dissemination of information in order to speed up market development of heat pumps for heating, cooling and hot water production.
EU Legislative Interests
EHPA actively monitors and influences several key legislative files to ensure heat pumps are recognized as a central technology for Europe's energy transition: Industrial Policy and Competitiveness: Representing interests within the Net Zero Industry Act (NZIA), the Industrial Accelerator Act (IAA), and the Single Market Strategy to bolster European manufacturing. Environmental and Technical Standards: Advocating for feasible frameworks under the Ecodesign for Sustainable Products Regulation (ESPR), Ecodesign & Energy Labelling ENER Lots 1, 2, 6, 10, and 21 and the F-gas Regulation, particularly regarding PFAS restrictions. Energy efficiency and renewable energy (including the Renewable Energy Skills Partnership). Energy Infrastructure: Chairing workstreams on Grid Connection codes (GCC) and following the Network Code Demand Response (NCDR) to integrate heat pumps into a flexible energy grid. Climate and Financing Frameworks: Ensuring the industry is considered in the 2040 climate target & framework, the Fit for 55 package, and the Social Climate Fund (SCF). National Integration: Following Governance Regulation and National Energy and Climate Plans (NECPs) to ensure member states prioritize heat pump deployment. EU initiatives followed: - REPowerEU implementation and the Fit for 55 package. - Heating and Cooling Strategy and the Electrification Action Plan. - 2040 climate target & framework. - Single Market Strategy. - European Product Act and Product Omnibus.
Communication Activities
EHPA carries out a range of communication and stakeholder engagement activities to support EU policy discussions on heat pump technologies in Europe. This includes publications such as the European Heat Pump Market Report, as well as regular dissemination through the EHPA website, newsletter, and social media channels, and awareness initiatives such as Heat Pump Day. These communication activities are closely linked to EHPA’s events, including the annual Heat Pump Forum, policy debates, roundtables, networking events, and key EU policy moments such as the EU Sustainable Energy Week. EHPA also participates in major international trade shows, including Mostra Convegno Expocomfort, ISH, and Chillventa, and collaborates with conferences such as Heat Pump Technologies, the European Heat Pump Summit and the IEA Heat Pump Conference. These activities reinforce the association's objectives by bringing together policymakers, industry, and other stakeholders to exchange on policy developments and support the deployment of heat pumps in Europe. Electrification Alliance, an alliance of associations that believes electrification is the future of the European Union’s energy system. The Renewable Heating and Cooling Alliance seeks to intensify investment in geothermal, district heating and cooling systems, solar thermal and heat pumps to make buildings and industry fit for a zero-emission Europe before 2050. Clean Heat Europe / clean heat campaign: advocates for affordable, accessible, and climate friendly heat for households across Europe. Renewable Energy Skills Partnership, comprised of renewable energy associations and clean technology installers to identify the skills measures needed to deliver our climate and energy security goals.
