Mission & Goals

The European Health Management Association (EHMA) is a not-for-profit membership organisation open to all those committed to improving health and healthcare. Our actions focus on health management capacity and capabilities and aim to support the successful implementation of health policy and practice. Through our efforts, we make a difference across Europe to improve health for all citizens. EHMA is the only membership organisation in Europe to gather health and hospital managers, health and care professionals, researchers, educators, academia, policy and decision-makers. At EHMA, evidence, challenge and experience are valued and we promote complex debates on current related topics. Because EHMA engages with the full ecosystem of European health management systems, we we reach all stakeholders at the local, regional, national and international levels. * EHMA does not necessarily represent the individual views of our members.

EU Legislative Interests

Main EU legislative proposals and policy initiatives targeted through EHMA’s interest representation activities include: - Regulation (EU) 2025/327 on the European Health Data Space, establishing a common framework for the use and exchange of electronic health data across the European Union for healthcare delivery, research, innovation and policy-making. EHMA engages in discussions related to the governance, interoperability and organisational implications of health data use for health systems and healthcare management. - Proposal for a Regulation of the European Parliament and of the Council laying down Union procedures for the authorisation and supervision of medicinal products for human use and establishing rules governing the European Medicines Agency (revision of the EU pharmaceutical legislation). - Proposal for a Directive of the European Parliament and of the Council on the Union code relating to medicinal products for human use (recast), part of the broader reform of the EU pharmaceutical legislation aimed at improving access to medicines, strengthening innovation and addressing shortages. - Proposal for a Regulation of the European Parliament and of the Council laying down a framework for strengthening the availability and security of supply of critical medicinal products in the European Union (Critical Medicines Act). - Regulation (EU) 2021/2282 on health technology assessment, which establishes a framework for joint clinical assessments and scientific consultations at EU level to support evidence-based decision-making on health technologies. - Regulation (EU) 2022/868 on European data governance (Data Governance Act) and Regulation (EU) 2023/2854 on harmonised rules on fair access to and use of data (Data Act), particularly regarding the governance and secondary use of health data for research, policy and innovation. - Proposal for a Regulation of the European Parliament and of the Council laying down harmonised rules on artificial intelligence (Artificial Intelligence Act), including provisions relevant to the use of artificial intelligence in healthcare and health systems management. - Europe’s Beating Cancer Plan, including related initiatives on strengthening cancer prevention, early detection and screening, improving access to cancer care and treatment, and advancing the use of health data and research infrastructures to support cancer control across the European Union. - European Commission initiatives under the European Health Union framework, including policies related to health workforce resilience, digital transformation of health systems and cross-border cooperation in health preparedness and crisis management.

Communication Activities

EHMA’s communication activities related to the above EU policy initiatives are carried out through EU-funded projects, thematic policy networks, conferences, policy dialogues and targeted stakeholder engagement activities involving European institutions. A significant part of EHMA’s outreach takes place through EU-funded projects. These initiatives address key EU priorities including health workforce development, digital transformation of health systems, health data governance and system resilience, and cancer prevention. Examples include projects such as BeWell - Blueprint Alliance for a Future Health Workforce, EUVECA - European Vocational Excellence in Health, EDiHTA on health technology assessment, MELIORA and PREVENT on cancer prevention, and other EU-supported initiatives focused on workforce skills, health system preparedness, digital health and innovation. Within these projects, EHMA organises conferences, policy workshops, stakeholder consultations and dissemination events involving representatives of the European Commission, EU agencies, national authorities and other policy stakeholders. These activities generate reports, policy briefs, webinars, conference sessions and other dissemination outputs that contribute to discussions on EU legislation and policy initiatives related to health workforce development, digital health, health data governance and system resilience. EHMA also participates in thematic policy networks that bring together healthcare managers, academic institutions, healthcare organisations and policymakers to discuss emerging European policy developments and their implications for health systems governance and management. These policy networks provide structured platforms for dialogue with European institutions on topics such as health workforce planning, digital transformation of health services, organisational innovation in healthcare and the sustainability of health systems. In addition, EHMA conducts policy dialogue and stakeholder engagement activities related to the digitalisation of medication management and the use of digital technologies to improve safety, traceability and efficiency in medication use across healthcare systems. These activities include expert roundtables, policy webinars, stakeholder consultations and publications bringing together hospital leaders, academic experts, policymakers and representatives of European institutions to discuss governance frameworks, digital infrastructure and regulatory developments relevant to medication management and pharmaceutical policy. Finally, EHMA’s annual conference and other thematic events provide platforms where representatives of the European Commission, the European Parliament, EU agencies and national authorities participate in discussions with health management professionals and researchers on the implications of EU legislation and policy initiatives for healthcare organisations and health systems management.
