Mission & Goals
The European Cyclists' Federation (ECF) works for more and better cycling for all in Europe. ECF is committed to publicising the huge benefits cycling can unlock for the climate, mobility and societal well-being. To achieve these aims, ECF analyses transport policy and legislation, publishes research and informs decision makers how to integrate cycling in transport systems. ECF harnesses the power of local, regional and national cycling movements and networks to facilitate best practice exchange and motivate support for cycling. We promote and encourage cycling as an economic, efficient, healthy and environmentally friendly means of transport and recreation. We function as a federation of pro-cycling civil society organisations, representing tens of millions of European citizens who cycle. ECF's goals are to have more people cycling for transport and leisure, integrate cycling into public policy and improve road safety for people who cycle.
EU Legislative Interests
ECF aims to raise the status of cycling and to promote recognition of the benefits of cycling for both individuals and society as a whole, and to raise awareness of cyclists’ needs in Europe in all aspects of transport planning and management, environment, safety and health. In other words, we strive for a cycle-friendly Europe. ECF works on a range of EU initiatives, such as: • The European Declaration on Cycling • The use of EU structural funds for cycling projects at the national, regional and local level • EU sustainable tourism policies • The integration of cycling and active mobility in the Trans-European Transport Network, or TEN-T • Improving train-bike services by European rail operators, including the enforcement of the EU Rail Passengers' Rights Regulation • EU funding programmes, such as Erasmus+, Interreg and Horizon Europe • EU urban mobility policy, the Urban Mobility Framework and the New Urban Agenda • European Commission Communication on Together towards Competitive and Resource-efficient Urban Mobility [COM(2013) 913], European Mobility Week • Digital Agenda for Europe (Smart Cities) • Intelligent Transport Systems Directive [Directive 2010/40/EU] • ITS action plan and Cooperative-Intelligent Transport Systems (C-ITS) • Type-approval Requirements for the General Safety of Motor Vehicles [Regulation (EC) No 661/2009] • Road Infrastructure Safety Management Directive [2008/96/EC] • EU Motor Insurance Directive [2009/103/EC] • Council Directive 2006/112/EC on the common system of value added tax • Energy Performance of Buildings Directive [2010/31/EU] • Regulation on the governance of the energy union and climate action (EU)2018/1999, agreed as part of the Clean energy for all Europeans package which was adopted in 2019. • EU Social Climate Fund • EU mission on 100 Climate-Neutral and Smart Cities by 2030
Communication Activities
In 2024, ECF’s outreach work helped place cycling at the forefront of important public debates in Europe, and worldwide, online and offline, complementing our advocacy work and supporting members, networks and the wider community of cyclists. We work hard to ensure the voice of cyclists is heard. ECF's website attracted 428,000+ page views in 2023. Our social media channels had over two million impressions, adding thousands of new followers to our base of over 75,000 social media followers. ECF published nearly 50 newsletters in 2023, achieved over 300 mentions in the press with appearances in high-level media such as The New York Times, Forbes, Politico, Deutsche Welle, Die Welt, RAI, Le Soir, RTBF. In 2023, ECF organised seven public events. We had 175 speaking slots at major events in Europe and the world. We attracted well over 500 high-level speakers to our events, including the Velo-city conference, our annual flagship event. In 2024, Velo-city was hosted by the City of Gdansk, Poland, and attracted over 1,500 people from 80 different nationalities.
