Mission & Goals
The EAHL aims to strengthen the health and human rights interface and to serve as an indispensable source of advice and guidance for the future of health law and policies in Europe. Its overarching purpose is to bring together health lawyers from Council of Europe countries to discuss and collaborate on issues of importance in the development of health law and policies. The principal objectives of the Association are: 1) to actively promote excellence in health law research, teaching and practice throughout Europe; 2) to encourage and facilitate co-operation in these areas among health lawyers throughout Europe; 3) to encourage and support the development of health law in European and international relations; 4) to proactively engage in discussion on topical issues of health law and to assess and respond to new and emerging challenges for health law; 5) to promote a greater awareness and understanding of health law nationally and in the European context.
EU Legislative Interests
The EAHL is going to focus on legislative proposals related to medicines (including in particular critical medicines) and medical devices: Pharmaceutical Strategy for Europe COM/2020/761 final Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL laying down Union procedures for the authorisation and supervision of medicinal products for human use and establishing rules governing the European Medicines Agency, amending Regulation (EC) No 1394/2007 and Regulation (EU) No 536/2014 and repealing Regulation (EC) No 726/2004, Regulation (EC) No 141/2000 and Regulation (EC) No 1901/2006 COM/2023/193 final Proposal for a DIRECTIVE OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on the Union code relating to medicinal products for human use, and repealing Directive 2001/83/EC and Directive 2009/35/EC COM/2023/192 final Proposal for a Critical Medicines Act (CMA) COM(2025)102 final Preparing the EU for the next health crisis : a Medical Countermeasures Strategy COM(2025)0529 Framework for strengthening the availability and security of supply of critical medicinal products as well as the availability of, and accessibility of, medicinal products of common interest COM(2025)0102 Medical devices 2025/2675(DEA)
Communication Activities
The EAHL regularly provides fora for discussion and academic/professional exchanges. It also provides expertise on health law-related issues. In 2026 the Association will launch a new Interest Group on “European Pharmaceutical Law” which will promote dedicated studies on the New EU Pharmaceutical Strategy, Medical Countermeasures Strategy and Critical Medicines Act. The IG will accordingly carry out information and communication activities through the organization of targeted academic events, webinars and publications. It will also produce reports and expert opinions to contribute to the EU legislative process.
