Mission & Goals

EURACOAL's activities focus on the entire coal value chain: from prospecting, access to reserves, extraction, marketing and transport through to the use of coal at power stations, in the steel industry and in other energy-intensive industries as well as post-mining activities. Around 17% of the electricity generated in the EU is coal-based. Members of EURACOAL undertake coal-related research that supports EU climate and energy policy. EURACOAL's objective is to highlight the important role that coal plays in securing energy supply within the EU and to contribute to an appropriate and reliable legal framework for coal extraction and use in Europe. EURACOAL actively promotes the importance of coal in a balanced energy mix, the added value provided by the coal industry at regional and national levels, and the need for safe working practices and environmental protection. EURACOAL recognises the need for a transition to clean and affordable energy. It is active with all EU institutions.

EU Legislative Interests

EU Emissions Trading System; Water Framework Directive implementation; Management of Waste from the Extractive Industries Directive; legislation stemming from the European Green Deal concerning the energy sector; Just Transition Fund regulation; BAT Conclusions on Large Combustion Plants under the Industrial Emissions Directive (2010/75/EU), Methane Regulation, Ambient Air Quality Directives, Soil Monitoring Law.

Communication Activities

Coal Regions in Transition Platform, EC; Sectorial Social Dialogue on Extractive Industries, EC. Meetings and communication on: Clean Energy for All Europeans, EU Emissions Trading System, including Innovation Fund, Best Available Techniques (BAT) Reference Document for Large Combustion Plants (LCP BREF), Best Available Techniques (BAT) Reference Document for Management of Waste from Extractive Industries (MWEI BREF), an application to include lignite mining on the carbon-leakage list under revised ETS Directive, public consultation on the Climate Strategy 2050, a review of the Water Framework Directive and work of the EURCOAL Post-Mining Working Group and Methane Working Group, Material Systems Analysis Workshop, Soil Monitoring Law consultations.
