Mission & Goals
EuroGeographics is an independent international not-for-profit organisation representing Europe’s National Mapping, Cadastral and Land Registration Authorities. We believe in a society empowered by the use of trusted, high-quality geospatial services from these official national sources. Our strength lies in our extensive membership. Our members provide a range of products and services and expertise which supports navigation, emergency response, a reliable and secure land and property market and many more government and busines. EuroGeographics supports the public good by representing our members’ interests, maintaining networks that help our members improve their capabilities and role, and by facilitating access to and use of our members’ geospatial data and services. By providing a single point of contact, we enable government, business and citizens to benefit from their collective expertise, products and services and encouraging greater use of, map, land and geographic information.
EU Legislative Interests
The Multiannual Financial Framework 2028-2034 is the instrument needed to support our sustainability. Strategic investment in funding of official public sector data that feeds digital infrastructures would enable the building of pan-European interoperable systems. European Competitiveness Fund should ensure sustained access to and coordinated development of in-situ data infrastructure, including funding for the maintenance and harmonisation of authoritative geospatial reference data from national sources. We have completed our project Open Maps for Europe 2, where more than 18,000 users have downloaded some 15,500 pan-European datasets and carried out 96.4 million web service transactions since Open Maps for Europe 2 launched in early 2023. The three-year project saw users of the Open Maps for Europe platform increase by 450% – from 4,000 to just over 22,000. In particular, the Open Maps for Europe 2 high-value large-scale prototype exceeded expectations, attracting 600 registered users – more than quadruple the initial target of 150. Currently, EuroGeographics – a not-for-profit association – and its members fund the creation and maintenance of pan-European datasets; however, they cannot continue to do this without sustainable funding from the EU. The Single Market and Customs Programme should include developing and maintaining an authoritative cross-border geospatial reference data infrastructure as foundational data for digital public services, emergency response, and Single Market integration. Digital Omnibus simplification package: our members actively contribute to the re-use of public sector data and are responsible for the creation, governance and maintenance of all high-value datasets from the geospatial theme, including datasets from other themes such as earth observation, environment and mobility. Over time, they have created a well-established system of interrelated uses and users at both national and pan-European levels. A Data Union Strategy to improve and facilitate secure private and public data sharing and to continue to improve the availability of high-quality public sector data. The Environmental Omnibus simplification package, which includes the INSPIRE simplification proposal, is important to protect our members' previous investments in building spatial data infrastructure. Affordable Housing Act needs high-quality geospatial data as a starting point to identify areas most affected by crises and to support the local community to provide tools to mitigate the housing pressure. European Strategy for Data is a critical development of the digital single market, and we look forward to the very real contribution in all stages of the development and implementation. Green Data For All initiative: Our members have made significant investments to implement the INSPIRE Directive, which, however, was not easy. They have worked, with the support of the European Commission's funds, to advance harmonisation beyond and now look forward to sharing lessons learned toward contribution to the future Green Deal data space with our data as a critical component for environment policy deployment and implementation. The European Space programme: EuroGeographics actively supports the Copernicus component of the European Space Programme by strengthening cooperation with the European Environment Agency to improve access to our members' data. Our partnership is creating, maintaining, and implementing a Framework License agreement and exploring solutions for providing full, free, and open access to geospatial data for the Copernicus programme.
Communication Activities
Information Management: EuroGeographics’ activities focus on its members’ role providing fundamental information about location to find solutions for global challenges. Within Europe, this includes the green deal, regaining competitiveness, closing the innovation gap and boosting AI innovation, sustainable development, security, energy, and housing. The European Commission's study on core geospatial data has positioned EuroGeographics and its member authorities as critical stakeholders in shaping Europe’s digital future. This provides an unprecedented platform to ensure policymakers understand that trusted, sovereign information is essential to Europe's strength, security, and prosperity, and underscores our case for sustained EU investment in a European Geospatial Data Infrastructure. We regularly publish external newsletters, press releases, case studies and use cases. All are available via the EuroGeographics website. In 2025, EuroGeographics engaged a wide range of users and decision-makers to showcase the value of members' authoritative location data. Open Maps for EUrope 2: A showcase in turning EU rules for high-value data into practical solutions for policymakers to mark the success of the Open Maps For Europe 2 project. Attended by representatives from Eurostat, EU Defence and Security, EU Environment and Climate and EU Digital and Technology, the European Parliament and Permanent Representations at the EU, as well as members of the Cabinet of Commissioner Hadja Lahbib. The Project ended in December 2025 and provided a proof-of-concept that bridges policy and practice to transform INSPIRE and High Value Dataset requirements into accessible and useable pan-European data. It was co-funded by the EU and delivered by a consortium of partners: EuroGeographics; the National Geographic Institute of Belgium; the National Institute of Geographic and Forest Information of France; Hellenic Cadastre; the General Directorate for the Cadastre of Spain; and the Cadastre, Land Registry and Mapping Agency of the Netherlands. Briefings on value of authoritative pan-European geospatial data: Cabinet of European Commission President, Ursula von der Leyen –Better Regulation Cabinet of Commissioner Valdis Dombrovskis, Economy and Productivity; Implementation and Simplification Representative for Commissioner Apostolos Tzitzikostas, Sustainable Transport and Tourism Directorate-General for Maritime Affairs and Fisheries Directorate-General for Mobility and Transport – Sustainable and Intelligent Transport Directorate-General for Agriculture and Rural Development Data – Governance Unit Local Assistant of President of the European Parliament, Roberta Metsola EuroGeographics accepted invitations from Directorate-General for Communications Networks, Content and Technology to contribute to discussion fora on Public Sector Information Reuse; DG CNECT's Dialogue on Data Policy with Commissioner and Executive Vice President, Henna Virkkunen; and an Expert Focus Groupon the Open Data Directive and Data Governance Act. EuroGeographics responded to: Public Consultation as part of the Green Data for All impact assessment. Commission Call for Evidence for a European Data Union Strategy. Commission Call for Evidence on Digital Omnibus (Digital Package on Simplification). Public Consultation on the next Multiannual Financial Framework (MFF). EuroGeographics members participate in several other regional and international collaborative groups, such as the Arctic Spatial Data Infrastructure, regional collaborations within the Western Balkans, and the Commonwealth of Independent States. Globally, EuroGeographics actively supports and contributes to the United Nations Global Geospatial Information Management (UN-GGIM) Initiative as an Observer Organisation. We are also a permanent member of the UN-GGIM: Europe Executive Committee, for which we provide the secretariat.
