Mission & Goals
EUNIC – European Union National Institutes for Culture – is the European network of organisations engaging in cultural relations. Together with our partners, we bring to life European cultural collaboration in more than 100 countries worldwide with a network of 143 clusters, drawing on the broad experience of our members from all EU Member States and associate countries. Our mission is to build trust and understanding internationally through culture and to make culture count in international relations.
EU Legislative Interests
EUNIC is a partner of the EU in its growing strategic approach to international cultural relations. The Joint Communication “Towards an EU strategy for international cultural relations” (2016) cites EUNIC as a key partner with whom the Commission and the EEAS are encouraged to implement joint actions. To outline the strategic partnership, EUNIC, European External Action Service and the Commission – represented by the Directorate General for Education, Youth, Sport and Culture (EAC) – signed an Administrative Arrangement in 2017 to enhance cooperation between national cultural institutes and EU Delegations in the field of culture in partner countries. As our sector is the Cultural Sector in light of subsidiarity this is not an EU competence, as such there are not legislative proposals and policies in our field.
Communication Activities
As a main action of the enhanced cooperation, EUNIC is implementing European Spaces for Culture, which ran as Preparatory Action from 2019 to 2023 and has continued beyond. European Spaces of Culture is testing innovative collaboration models in cultural relations between European and local partner organisations in countries outside the EU. EUNIC is now one of the implementing partners of the new Africa-Europe Partnerships for Culture programme in Sub-Saharan Africa from 2025-2028. With this programme, EUNIC aims to engage a broader range of its members in regional discussions, involving both those already active in the region and those beginning to establish a presence, ensuring diverse representation and perspectives. Our communications efforts focus on communicating the outcomes of EU projects we lead funded by Creative Europe in line with the communications guidelines of the contract. As our field of Culture is not an EU competence there are no legislative files which we communicate or campaign on but we did for example join campaigns coordinated by the European Parliament trying to encourge citizens to vote in the last EU elections.
