Mission & Goals
DSO Entity is an organisation with an official mandate to work on the development of electricity network codes, as provided by the Electricity Market Regulation (2019/943/EU). DSO Entity represents nearly 800 electricity Distribution System Operators (DSOs) members regardless of their size, connecting over 250 million customers in 27 EU Member States. We unite DSOs to deliver a just transition to a CO2-neutral energy system, ensuring security of supply with future-proof network codes and enhanced collaboration between TSOs and DSOs. DSO Entity is committed to ensuring balanced representation of electricity DSOs in the European Union. It also commits to being transparent in all its work and providing a platform where members can contribute to drafting network codes, provide neutral expertise and share knowledge. As mandated by the Decarbonised Gas Regulation (2024/1789/EU), DSO Entity is currently in the process of integrating gas and hydrogen DSOs (expected to occur mid-2026).

- Electricity Market Regulation (2019/943/EU) - Electricity Market Directive (2019/944/EU) - Decarbonised Gas Regulation (2024/1789/EU) - Decarbonised Gas Directive (2024/1788/EU) - Energy Union Policy and related ongoing and upcoming files including the Clean Industrial Deal, the EU Grids Package, the EU Grid Action Plan, the Renewable Energy Directive and the Digitalisation of the Energy System Action Plan. - Network Codes and Guidelines as part of DSO Entity’s mandate. - Implementing Regulations as part of DSO Entity’s mandate such as Commission Implementing Regulation (EU) 2023/1162 on electricity metering and consumption data.
Communication Activities
As part of its mandate, DSO Entity is involved in events and workshops, and is also committed to sharing best practices and expertise (Knowledge Sharing) among its members and with EU institutions and external stakeholders.
