Mission & Goals

Energetika Celje d.o.o. is the municipally-owned public utility of the City of Celje (Slovenia). Our remit is to provide secure, reliable and increasingly low-carbon district heating to households, public buildings and businesses across the Celje urban area; to operate and modernise the city's waste-to-energy thermal treatment plant in line with EU best available techniques; and to develop new infrastructure for waste-heat recovery, thermal energy storage and integration with industrial partners. We are implementing a multi-year investment programme aligned with the Energy Efficiency Directive recast, the Renewable Energy Directive III, the EU ETS framework and the Slovenian National Energy and Climate Plan, in order to decarbonise heating and cooling in Celje, expand the network, and contribute to Slovenia's just transition objectives.

EU Legislative Interests

Energy Efficiency Directive recast (Directive (EU) 2023/1791), in particular Article 26 on efficient district heating and cooling and Article 25 on heating and cooling assessment and planning. Renewable Energy Directive III (Directive (EU) 2023/2413), in particular the heating and cooling provisions and the binding sub-targets. EU Emissions Trading System Directive 2003/87/EC as amended by Directive (EU) 2023/959 — Phase 4 implementation, scope of inclusion of waste-to-energy installations, and the Modernisation Fund (Article 10d). Innovation Fund Delegated Regulation (EU) 2019/856 — call design and scoring criteria for medium-scale projects in heating and storage. Cohesion Policy Regulations 2021–2027, especially the European Regional Development Fund Regulation (EU) 2021/1058 and the Slovenian Operational Programme. Just Transition Fund Regulation (EU) 2021/1056 and the Territorial Just Transition Plan covering the SAŠA region. Recovery and Resilience Facility Regulation (EU) 2021/241 — green transition pillar of the Slovenian RRP. Connecting Europe Facility – Energy strand under Regulation (EU) 2021/1153. LIFE Regulation (EU) 2021/783 — Clean Energy Transition sub-programme. Industrial Emissions Directive 2010/75/EU and the Waste Incineration BREF (Commission Implementing Decision (EU) 2019/2010). Waste Framework Directive 2008/98/EC and the EU Methane Regulation (EU) 2024/1787 to the extent it affects energy installations.

Communication Activities

Participation in EU sector forums and platforms. Bilateral briefings with officials of the European Commission and the European Investment Bank Advisory Hub / ELENA on the Celje investment pipeline. Contributions to public consultations and roadmaps under the European Commission's Have-Your-Say portal in the fields of energy, climate and circular economy.
