Mission & Goals

End FGM European Network's vision is a world where women and girls are empowered and free from all forms of gender-based violence, in particular female genital mutilation, where their voices are heard, where they can enjoy their rights and make informed choices about their lives. The mission of the network is to create an enabling environment for coordinated and comprehensive action by European decision-makers to end FGM and other forms of violence against women and girls. The network facilitates the synergy of diverse organisations and the active participation of rights holders and affected communities. EU Legislative Interests

The Network was established in 2014 to ensure sustainable action in the European Union to end female genital mutilation. Today the Network brings together 42 national organisations from 16 European countries working in the field of female genital mutilation and violence against women and girls. Our Strategic Objectives for the period 2023-2027 are the following: 1.1. INFLUENCE POLICIES AND PRACTICES WITHIN AND BEYOND EUROPE Contribute to shaping European legislation, policy making, funding, national implementation (through Members and project partners) and monitoring on FGM and areas of relevance (e.g. gender equality, health, asylum, protection of victims, etc) and holding duty-bearers accountable. Step up collaboration with global and regional partners worldwide to end FGM by 2030, in line with the Sustainable Development Goals (SDGs). Examples include: - Implementation of Istanbul Convention - Implementation of Directive on violence against women - Victims Rights Directive - Pact on Asylum and Migration - Human Rights and Democracy reports and resolutions - Multi-annual financial framework (specific focus on AgoraEU)... 1.2. IMPROVE UNDERSTANDING AND SUPPORT TO END FGM Contribute to shifts in attitudes and perceptions of FGM-related issues through an empowering, non-stigmatising communication approach at EU level. Raise awareness of FGM as a European issue and solidify the Network’s position as the European reference on FGM. Increase visibility of achievements and impact of the Network and its Members towards key stakeholders (decision-makers, media and professionals). 2.1. INCREASE THE NETWORK'S CAPACITY TO CONTRIBUTE TO GROWING AND SUSTAINED IMPACT Ensure efficient management, governance and sustainable financing of the Network and nurture a meaningful, participative and collaborative experience for Members. Provide essential space for knowledge sharing, effective collaboration and capacity-building to and between Members to support them in their work. Empower and facilitate knowledge-sharing among Ambassadors and affected communities, to increase their advocacy impact and reach and bring their expertise to the Network’s advocacy, communications and programmes efforts. 2.2. DEVELOP COORDINATED AND COLLECTIVE ACTIONS Support and increase engagement and exchange between Members and key stakeholders (including CBOs, CSOs, professionals, institutions, research centres) tackling FGM across Europe and worldwide, including in countries of origin. Build alliances with strategic partners and institutions to foster mutual learning on interconnected issues and promote an intersectional approach to FGM and other relevant issues. To this end nowadays its main advocacy activities consist in advocating towards EU institutions for the full implementation of its international commitments to end FGM (e.g. the 2013 EC Communication towards the elimination of FGM and the obligations stemming from the Council of Europe Convention on Violence against Women -so called Istanbul Convention- that the EU signed on 13 June 2017 and that is the first legally binding treaty recognising that FGM is a form of violence against women and girls happening in Europe). End FGM European Network constantly monitors EU and international policy developments so to identify policy/related opportunities to raise the issue of FGM. Priorities for 2024 include the proposed Directive for Violence against Women and Domestic Violence, the EC Recommendation on Harmful Practices, the EU accession to the Istanbul Convention, the correct implementation of the Victims Rights Directive...

Communication Activities

In 2026, the End FGM European Network has launched its new annual campaign. A powerful tool to raise awareness about the devastating impact of Female Genital Mutilation (FGM) not only on women and girls but also on society as a whole. This year we are calling for #CareInAction2EndFGM. focusing on the role played by affected communities, allies, policy-makers, professionals, and advocates in eliminating this form of violence. Ending FGM requires collective responsibility, sustained commitment, and the courage to speak out. Your voice, your support, and your engagement are essential to protect girls, support survivors, and drive lasting change. Together, we can build a future free from FGM. In a dehumanised world where we are constantly exposed to atrocities on our screens, the aim is to recenter and focus on what we can do to improve the conditions we live in and support each other. Care is at the centre of this approach. Each month, we will spotlight a specific sector or community, highlighting our resources, good practices from our members and creating opportunities for visibility, learning, and coordination.
