Mission & Goals

Ecoembes was founded by Spanish producers in 1996 as a non-profit company to design systems aimed at separately collecting and recovering household packaging waste, in cooperation with our regional and local authorities. The latter receive financial compensation for the collection, transport and treatment of lightweight packaging - plastics, metals and beverage cartons - and paper and cardboard, providing 47.5 million inhabitants with the necessary infrastructure to make recycling possible. As of 2024, Ecoembes has also extended its remit to commercial packaging waste. Ecoembes currently gathers over 20,000 companies and is a founding member of EXPRA, the Extended Producer Responsibility Alliance.

EU Legislative Interests

Packaging and packaging waste Regulation alongside the development of secondary legislation stemming from it; Review of the EU Waste Framework Directive; future Circular Economy Act with a focus on Extended Producer Responsibility; future review of the New Legislative Framework and standardisation dossiers; EU End-of-Waste criteria (plastic waste); Implementation of the Waste Shipment Regulation; Regulation on materials and articles intended to come into contact with food; Review of the Single-use plastics.

Communication Activities

Participation in the Call for Evidence on the Circular Economy Act; organisation of an event on the implementation of the Packaging and Packaging Waste Regulation.

Organisation Members

Ecoembes gathers over 20,000 Spanish companies that are bound by legislation to the application of the Extended Producer Responsibility. At EU level, our companies participate, on an individual basis, in a number of associations such as Europen, Unesda, Food and Drink Europe, Eurocommerce, among others.

Our reported annual costs include annual fees to our EU umbrella associations (Extended Producer Responsibility Alliance (EXPRA) and ProEurope), as well as costs covering support in our activities at EU level (namely consulting services).
