Mission & Goals

We are a Brussels-­based consultancy specializing in tech policy. We work regularly for Rakuten and the CEPA think tank. For CEPA, we commission and edit articles for the Bandwidth blog and hold events in Brussels. We also help coordinate an informal Marketplace Coalition for Rakuten, eBay, and others. We produce reports on a variety of tech policy issues. In 2025, we produced a report on the Network Fees Debate, and in 2026, we will publish a report on Openness and Digital Sovereignty, and another report on EU cookie rules. We also do probono work for NGOS, including HIAS Europe and Ecopeace.
