Mission & Goals
DITECFER is the Railway Cluster based in Tuscany and the only in Italy solely devoted to the Railway sector. It is composed by 104 companies based in Tuscany (around 90% of them SMEs) of the Rail Supply Industry, laboratories devoted to the railway sector, 5 Universities and the National Research Council of Italy. As Railway Cluster our goal is to support our companies' competitiveness mainly through collaborative R&D activities - on one side - and collaborative internationalization activities beyond EU - on the other. Also we play an active role with the Regional and National Authorities concerning the development of Smart Specialisation Strategies, attraction of investments, promotion of the Italian Rail Supply Industry. We represent our companies at national level within the National Technological Cluster "Trasporti Italia 2020" established by the Italian Ministry for University and Research, and at European level within ERCI-European Railway Clusters Initiative.

Communication Activities
ESCP-4i "PERES" and "S-ACCESS" project DITECFER was the Coordinator of the ESCP-4i "PERES - Promoting European Rail Excellence outSide EU" (European Strategic Cluster Partnership for Internationalisation) and of the project "S-ACCESS - Smes ACCESS to international public procurements", both co-funded under the COSME programme of the EU, and involving respectively 6 and 7 Railway Clusters from Italy, France, Germany, United Kingdom, South-Eastern Europe, Spain and Sweden, involving >500 SMEs. PERES and S-ACCESS initiatives gave a concrete answer to the requests of the European Parliament to the European Commission contained in the “Resolution on the competitiveness of the European rail supply industry” adopted in June 2016: (point 24) “to exploit further the existing support programmes for SME internationalisation and to give them more visibility among European RSI SMEs in the context of synergies between different EU funds; calls on the Commission to further develop training programmes on accessing specific foreign markets and to communicate such programmes widely to RSI SMEs”; (point 43) to provide “a coherent EU trade strategy which ensures compliance with the principle of reciprocity, particularly in relation to Japan, China and the USA, and support for further internationalisation of RSI, especially SMEs”. COMPETITIVENESS of the RAIL SUPPLY INDUSTRY: DITECFER, together with the Railway Clusters collaborating in "ERCI European Railway Cluster Initiative", has been following since the beginning the topic in order to represent our companies' inputs (with special focus on SMEs) about critical aspects, needs, concrete experiences, so to enrich the debate and help adopt effective EU policies supporting the Rail Supply Industry global leadership with special focus on SMEs. Since 2018 DITECFER is Member of the European Commission Expert Group on the Competitiveness of the Rail Supply Industry. EUROPE'S RAIL JU: Public relations with the JU Europe's Rail and collaborative activities for (a) communicating the ERJU programme within our members and our national events; (b) supporting SMEs participation at the Calls to increase SMEs participation in the programme. STARS AND ADVANCED TECHNOLOGIES: Within the COSME-funded project, we are requested - together with the partners - to provide recommendations to the European Commission and relevant agencies in the field on how to support more traditional SMEs adopt Advanced Technologies. S-ACCESS AND INTERNATIONALISATION OUTSIDE EU: Within the COSME-funded project "S-ACCESS", we are requested to inform the European Commission about obstacles the European SMEs may find when trying to access the international markets of USA, Canada and Norway via participation to public procurements, in the framework of Trade Agreements the EU has signed/in place with such countries. LEADER 2030 AND AUTONOMY OF RAIL SUPPLIES FOR INNOVATIONS: Within the Europe's Rail-funded project "LEADER 2030" we are requested to inform Europe's Rail JU, the European Commission, National and Regional authorities about the current and forecasted problems in accessing to critical supplies needed for rail innovations and systems the EU is waiting for to transform its railway system, and recommend policy and industrial actions to mitigate those risks and increase the sector's resilience.

Nello svolgimento dei progetti co-finanziati da programmi dell'UE, e laddove questo porti a rappresentare gli interessi dei cluster ferroviari partner, vi può essere una 'indiretta' copertura dei costi di staff in quanto "Action Grants" ricevuti per progetti specifici.
