Mission & Goals

Culture Action Europe (CAE) is a major European network of cultural organisations, artists, activists, academics and policy-makers. Our mission is to put culture at the heart of public debate and decision-making by raising awareness about the contribution of culture to the development of sustainable and inclusive societies. CAE aims at enhancing cooperation and exchange, engagement and dialogue between various players across arts and policy sectors. CAE is the only cross-sectoral network representing all sub-sectors in culture: from performing arts, literature, visual arts, design and cross-arts initiatives to community centres. CAE brings together over 280 members from 35 countries. Culture Action Europe explores trends in European cultural policy and creates knowledge. We connect stories, ideas and actions from local to regional to European and offer an international platform for collaboration.

EU Legislative Interests

I. EU cultural policies: 1) working conditions of artists and cultural and creative sectors professionals; 2) EU funding for culture, in particular in the current Multiannual Financial Framework 2021-2027 (Creative Europe, Horizon Europe, etc.) and in the proposed Multiannual Financial Framework 2028-2034 (AgoraEU programme, etc.); 3) Culture Compass, the new strategic framework for culture; 4) AI and culture (AI Act, implementing acts, AI Code of Practice, etc.); 5) artistic freedom and the Rule of Law report; 6) international cultural relations; 7) artistic research. II. Broader EU policies related to culture: culture and education; culture and health; culture and European security, defence, and preparedness; employment; regional development; economic development and competitiveness; sustainability, etc.

Communication Activities

1. Event: Cultural Deal for Europe Annual Policy Conversation. The event brings together the representatives of the cultural and creative sectors, EU Institutions and EU Member States to discuss the future of EU cultural policy. https://cultureactioneurope.org/news/caeinsightscdeu2025/ 2. Event: biennial BEYOND gathering and Culture Action Europe’s Members’ Forum. The gathering seeks to create spaces for networking, joint advocacy, and knowledge transfer. https://www.cae-bto.org/ 3. The ‘Ask, Pay, Trust the Artist’ campaign calls for artists to be recognised in the EU’s decision-making process. Culture contributes to the EU’s three main priorities: democracy, competitiveness, and security. The campaign proposes an action plan designed to strengthen culture’s contribution to the EU’s priorities through 9 measures. https://cultureactioneurope.org/projects/cultureactionnow/ 4. CAE facilitates action groups composed of its members, each dedicated to a specific topic such as the future of EU culture funding, AI and digital, and health and well-being.
