EU Legislative Interests

Cubylink Branch in Kosovo is actively engaged in monitoring and aligning with key EU legislative proposals that shape the digital, data, and AI landscapes. Our organization’s strategic direction is guided by the goal of fostering digital innovation, AI development, and cross-border service delivery that adheres to European standards. In our interest representation activities, we have most recently targeted the following EU legislative initiatives: Artificial Intelligence Act (AI Act) – As a provider of AI-driven solutions and services, this regulation is central to our compliance efforts. We monitor the evolving classification of AI systems and the implications for development, deployment, and transparency. Our AI-focused initiatives aim to align with the risk-based framework proposed under the AI Act. Digital Services Act (DSA) – We follow the DSA closely, particularly as it affects digital platforms and service intermediaries. Our solutions often include digital collaboration and service management tools for businesses, and compliance with the DSA helps ensure secure and accountable user experiences. Digital Markets Act (DMA) – We take interest in the DMA due to its relevance for market fairness, data access, and interoperability. As a company developing B2B digital platforms and infrastructure for clients in the EU market, the DMA informs how we advise partners on building compliant ecosystems. Data Act – The principles under the Data Act are highly relevant to our data platform work and AI development. We focus on enabling secure, transparent, and equitable data sharing in line with the proposed rules, especially in the context of IoT, B2B, and public-private data collaborations. General Data Protection Regulation (GDPR) – While already in effect, GDPR remains a foundational regulation in how we design and deploy all digital solutions. We continuously ensure that personal data handling across services, including those in our AI and ERP systems, aligns with data minimization, user consent, and cross-border transfer requirements. European Digital Identity Framework – With growing demand for identity verification and secure user access across digital platforms, we follow this regulation to help ensure our services (especially those involving sensitive data or secure environments) are compatible with evolving EU-wide standards for digital identity and authentication.

Communication Activities

While Cubylink Branch in Kosovo has not engaged in direct outreach with EU institutions to date, members of our team have actively participated in locally organized events and discussions held in Kosovo that focused on key EU legislative files, including the Digital Services Act and the Artificial Intelligence Act. These events have provided valuable insights into the scope and implications of the proposed regulations and have informed our internal strategies and service development. Although our outreach has so far been indirect, these activities demonstrate our commitment to staying aligned with EU policy developments and fostering regional understanding of European digital legislation. We aim to build on this foundation by establishing more formal channels of engagement with EU institutions in the future.
