Mission & Goals
Consiglio Nazionale Forense (CNF), or Italian National Bar Council, is the highest institutional body representing the Italian legal profession. Established by a 1933 Royal Decree-Law, its role has been reaffirmed by Law n. 247/2012 as the highest institution of the Italian legal profession and its governing and regulatory body. Headquartered in Rome, within the premises of the Ministry of Justice, CNF has a central role in the legal system and a crucial social function - promotion of the rights protection - along with other several key functions, such as: - disciplinary (acting as anappellate body for disciplinary decisions and bar admissin matters); - Regulatory and Consultative to the Ministry of Justice on regulations affecting the legal profession and the justice system; - Educational oversight on lawyers training; - issues and enforces the Code of Conduct for Italian Lawyers.
EU Legislative Interests
Legislative policies and proposals concerning the following topics: - Rule of Law; - Justice; - AI and its impact on the legal profession (lawyers, judicial decisions, individual rights); - Legal aid; - Lawyers training and Judicial Training; - Migration and Asylum; - Recognition of qualifications; - Services and Directive 2005/36/EC; - Privacy; - Consumer Protection; - Cooperation in civil or commercial matters; - Tax Control Framework.
Communication Activities
Several initiavies are carried out by CCBE, such as: - European Lawyers Day (ELD) celebraions, as part of the European Day of Justice; - webinars for lawyers on topics related to EU policies; - participation in projects co-funded by the EU with Italian and other European partners; - contribution to the development and organisation of training for Lawyers on Anti-money Laundering and Counter Terrorist Financing (AML-CTF) Rules at EU Level. Among the campaigns carried out at national level: - promotion of free legal assistance "contact points" for asylum seekers from Africa, Ukraine and other countries (since Italy is the first Europe point-of-entry for asylum-seeking migrants); - celebration of the "Day of the Lawyer in Danger", dedicated each year to a different country, in ordine to publicize threats faced by lawyers in the exercise of their profession; - active role in the G7 Bar organisation, which brings together the National Bar Associations and Law Societies of the G7 Countries; in April 2024, during the G7 Italian Precidency, hosted an international Seminary in Rome, focused on the impact of AI on the legal profession, as much as on judicial decisions, the decision-making process and human rights protection; - in 2022 CNF participated at EXPO DUBAI 2020, with the Italian Delegation, promoting an international Charter for the recognition of access to water as a fundamental human rights, to be granted and ensured without discrimination.
