Mission & Goals
PRIMIGEA's main aim is to defend the legitimate collective interests of businessmen dedicated to the extraction of mineral raw materials in Spain. It carries out its associative activity at national, regional and international level, participating in any legislative proposals, questionnaires or public consultation processes that are published on matters that could affect its members and that are of interest to the sector. It defends the interests of the raw materials sector by participating in meetings with authorities and other persons in positions of representation at national, regional and European level, either directly or through other business associations of which it is a member

Communication Activities
Over the course of 2024 and into the first half of 2025, PRIMIGEA—the Spanish Confederation of the Mineral Raw Materials Industries—has significantly strengthened its institutional presence and policy engagement, both in Spain and at European level. As the principal interlocutor for the non-energy extractive industries in Spain, PRIMIGEA has acted as the legitimate and unified voice of mineral raw material producers, defending the collective interests of its members before public authorities and international institutions. This period has seen an unprecedented level of participation by PRIMIGEA in public consultations, preliminary consultations, and stakeholder questionnaires, particularly in response to key legislative initiatives such as: • The reform of the EU Emissions Trading System (ETS Directive), • The Decarbonisation Acceleration Mechanism, • The Spanish transposition decrees for the Critical Raw Materials Act (CRMA) and the Net-Zero Industry Act (NZIA). These regulatory developments are of strategic importance to the future of the extractive sector, and PRIMIGEA has responded through detailed submissions, technical reports, and legal reviews, positioning itself as a leading stakeholder in shaping policy outcomes. PRIMIGEA has also undertaken high-level engagement with political and institutional actors through meetings held in Brussels, Strasbourg, and Spain, either directly or through active participation in European organisations such as Euromines, of which it is a full member. These engagements have included structured dialogues with Members of the European Parliament, European Commission officials, and Spanish authorities at the national and regional levels. In June 2025, PRIMIGEA organised the Second International Meeting on Mineral Raw Materials, hosted at the headquarters of the Spanish Confederation of Business Organisations (CEOE) in Madrid. This landmark event brought together representatives of the European Parliament, the European Commission, and senior officials from both central and autonomous Spanish administrations. It underscored PRIMIGEA’s leadership in promoting the strategic role of mineral raw materials in the context of Europe’s industrial resilience, climate neutrality, and technological sovereignty. Beyond its institutional lobbying and regulatory activities, PRIMIGEA carries out a broad range of initiatives to promote the visibility and importance of the sector. These include: • Awareness-raising and educational campaigns on the essential role of raw materials in society, • Training and capacity-building for industry professionals, • Technical conferences and workshops to disseminate knowledge and best practices. PRIMIGEA is also an active participant in EU-funded projects, including Horizon 2020, Horizon Europe, and EIT RawMaterials programmes—either in its own right or through the networks and platforms in which it participates and collaborates. PRIMIGEA’s mission is guided by core strategic priorities, including: • Defending industrial competitiveness and access to resources, • Supporting environmental sustainability and circular economy principles, • Promoting occupational health and safety, • Advancing gender equality and non-discrimination in the workplace, • Reducing regulatory burdens and fostering legal clarity. These principles are reflected in all aspects of PRIMIGEA’s communications and institutional work. Whether through dialogue with policymakers, technical cooperation, or participation in strategic projects, PRIMIGEA remains committed to safeguarding the viability and progress of Spain’s mineral raw materials industry within a competitive, sustainable, and innovation-driven framework.
