Mission & Goals
COMINROC is the main interlocutor of the Central Administration of the Spanish State and especially of the Ministry for the Ecological Transition and the Demographic Challenge, in everything concerning the extractive industry. It represents the industrial rocks and minerals sector, before institutions, public and private entities and administrations, both nationally and internationally. COMINROC identifies, monitors and evaluates the legislative and regulatory proposals that have an impact on the companies associated with the members of COMINROC, in the areas of mining policy, taxation, health and occupational safety in the sector, quality of materials, land use planning, policies environmental, training, infrastructure, transport and all those areas that could affect them. It promotes the sustainable development of the sector, through technical improvement and the application of good practices in: production and product quality, environment, safety and health at work.

Communication Activities
Throughout 2024 and into the first half of 2025, COMINROC—the Spanish Confederation of Extractive Industries of Industrial Minerals and Rocks—has significantly intensified its participation in public consultations and advocacy efforts, both at the national and European levels. As one of the two member organisations of PRIMIGEA, COMINROC represents the entirety of the non-metallic extractive industries across Spain, giving voice to a broad and diverse sector that is key to the country’s economic and environmental development. This year has been particularly intense in terms of the volume and complexity of regulatory proposals and consultations, both nationally and from the European Union. COMINROC has played a vital role in submitting formal observations, drafting technical and legal reports, and maintaining open lines of dialogue with Spanish governmental authorities—at the state, regional, and autonomous community levels—as well as with European institutions. COMINROC's role as an institutional interlocutor is essential for ensuring that the legitimate collective interests of the sector are duly considered in legislative and policy-making processes. The Confederation continues to be a reference organisation in its capacity to articulate, advocate, and defend the concerns and priorities of its members. In addition to its policy and regulatory work, COMINROC has been actively involved in organising and participating in high-level sector events. Notably, it is collaborating in the preparation of the upcoming National Congress of Aggregates, to be held in October 2025 in Córdoba. This key event has become the most important gathering for the Spanish aggregates sector and increasingly attracts international attention. In October 2024, COMINROC also took part in the Mining and Minerals Hall (MMH), held in Seville. Through its membership in PRIMIGEA and in cooperation with the Fundación Minería y Vida, COMINROC contributed to the successful presence and representation of the industrial minerals and non-metallic extractive industries at this global event. These are just some of the many initiatives in which COMINROC continues to act as spokesperson and guarantor of its members’ legitimate collective interests, both technically and institutionally. In addition, COMINROC is currently working through BusinessEurope on various initiatives of strategic importance, including: Proposals for administrative streamlining and de-bureaucratisation, Measures to promote genuine and effective equality between women and men, Anti-discrimination frameworks, and Enhanced occupational health and safety policies. COMINROC’s strategic communication and advocacy are underpinned by key principles that reflect the identity and mission of the organisation: Environmental sustainability and circularity Legal compliance and regulatory stability Protection and promotion of workers’ health and safety Gender equality and talent development Industrial competitiveness and strategic autonomy Through its work within PRIMIGEA, its alliances with national and European partners, and its presence in key industry fora, COMINROC is firmly committed to building a resilient, sustainable, and competitive future for Spain’s extractive industries.
