Mission & Goals
The Meijers Committee is a unique group of law professors, academic researchers, judges and attorneys based in the Netherlands and committed to a transparent and democratic European Union, which respects human rights and the rule of law. Since 1991, the Committee provides independent legal analyses of European decision-making and legislative processes in various fields of EU law (rule of law, asylum law, migration law, privacy law, non-discrimination law, criminal law, institutional law, EU agencies law) and makes concrete recommendations to address the identified issues.
EU Legislative Interests
The focus of the Meijers Committee is the area of Civil Rights, Justice and Home Affairs. Some of the legislative proposals that the Meijers Committee is concerned with are listed in the overview below, however the list is not exhaustive: - Access to legislative documents - Transparency of the EU documents - The Common European Asylum System including: Proposal on the reform of the Dublin regulation Proposals on the Qualification and the Asylum Procedure regulation Proposal on the reform of the Reception Directive - Border management operations in the Mediterranean coordinated by the EU (including Frontex/ EASO) - The new framework for cooperation with third countries including EU-Turkey statement - Other measures to prevent irregular migration and border deaths, especially the cooperation with third countries (fight against human trafficking, European list of safe third countries) - Resettlement/relocation of refugees, especially the adjustment of rules regarding the responsibility for asylum applications of unaccompanied minors; - Criminal law cooperation and harmonization of criminal law – The European Public Prosecutor´s Office – Revision of the European instruments based on mutual recognition - E-evidence - Measures to combat online hate speech and terrorist content – Legal Migration Revision of the Visa Code and legal protection in case of the refusal of short-term visa on behalf of other Member States – Horizontal Anti-Discrimination Directive – Data profiling, legal protection and digital border management (Entry/Exit System, SIS, ETIAS, EURODAC, ECRIS-TCN); – E-privacy - PNR – New techniques of (biometric) data surveillance and data mining - The affection of the rights of Union citizens in consequence of the BREXIT and others
Communication Activities
The Meijers Committee writes 12-20 notes (comments) a year, available on a website and distributed under a large number of contacts. The notes (comments) are shared publicly and send to relevant stakeholders. The Meijers Committee also uses social media to promote its legal comments and meetings among a wide audience. The Meijers Committee meets with relevant policy makers and politicians for exchange of views and explanations of some of its comments. A new project, running from 2025 until 2027, is about empowering rule of law defenders in the EU. To counter rule of law backsliding in the EU, it is necessary to mobilize current and future legal practitioners for the protection of the rule of law. The Meijers Committee is therefore initiating the project ‘Empowering Rule of Law Defenders in Europe’. The project is twofold: (i) Establishment of the Young Meijers Committee in which 12 young lawyers will receive workshops on the rule of law and will also participate in meetings of the Meijers Committee, so that young lawyers are encouraged to commit themselves to the protection of the European rule of law. (ii) promoting and conveying the importance of the rule of law to decision-makers in the EU and the Member States, so that they too are activated to work on a better rule of law for the new generation.
