Mission & Goals
Cluster SPRING, a non-profit association, serves as the Italian Circular Bioeconomy Cluster. Established in 2014 and officially recognized by the Italian government, SPRING focuses on coordinating industrial research policies at local and national levels, bridging central and regional initiatives, and facilitating bioeconomy interventions. SPRING's network includes 160 members, such as start-ups, large industries, SMEs, universities, and research centers, all active in circular and sustainable bioeconomy. SPRING engages with policymakers, participates in national bioeconomy discussions, supports regional smart specialization strategies, and fosters a cohesive bioeconomy community at regional, national, and European levels.
EU Legislative Interests
Operating within the framework of circular bioeconomy, SPRING targets different policies and legislative proposals, mainly related to the sustainable supply and use of biomasses (including wastes and by-products) and the creation of a fair market for bio-based products, considering all the different aspects related to (circular) bioeconomy value chains. In this context, SPRING targets the following EU policies: - Bioeconomy - Chemicals - Plastics - Sustainable Development - Agriculture and rural development, agriculture and environment - Waste and recycling (biodegradable waste, packaging waste, sewage sludge, etc.) - Cohesion policy (in support to regional stakeholders) - Sustainable Blue Economy - Green procurement - Forestry - Food waste - European standards - Environment policies (marine and coastal environment, clean air, chemicals, soil quality, waste and recycling) - Climate action (GHG emissions reduction, adapting to climate change, low carbon technologies, renewable energy)

Relevant publications: - Implementation Action Plan (2025-2027) for the Italian Bioeconomy Strategy II, December 2024 (direct involvement in the writing process); - Italian Bioeconomy Strategy, May 2019 (direct involvement in the writing process); - SPRING Strategic Action Plan, 2019 (updated versions on 2021,2022 and 2023); - Report on Bioeconomy in Europe with Intesa Sanpaolo Research Department; - Updated implementation Action Plan (2025-2027) for the Italian Bioeconomy Strategy II - Presentation of the report Bioeconomy - First direct area-level survey of Italian companies and production chains in the bioeconomy, produced by Cluster Spring, Unioncamere and the Guglielmo Tagliacarne Study Center, March 2024 - 12 position paper on: End of waste and EER Codes, Foodservice, Organic fertilizers, Biolubricants, Mulch films, Quality standards and demand support measures, Revision of CAM decree on urban differentiated collections, Soil and bio-products for the benefit of organic fertility, Single use plastics, Use of sludge for circular bioeconomy, Wood and Biomass supply chain and Bio-based chemicals. SPRING is already involved in activities which aim at creating skills and spread knowledge about the opportunities of bioeconomy (for instance the Biocirce Master on bioeconomy in the circular Economy) and supports regional initiatives for the implementation of territorial awareness about and implementation of bio-based solutions. SPRING organizes and co-organize several events and conferences during the year (Bioeconomy Day, IFIB, networking meeting event, etc.), and have the expertise to set up workshops and training sessions thanks to the active involvement of different experts (i.e. members of the Technical and Scientific Commettee). Cluster SPRING can actively contribute to the dissemination and communication activities, also through the social media and the publication on national bioeconomy magazines, newspapers, etc.,
