Mission & Goals

Club Corbeau is an international non-profit association of Belgium law and based in Brussels for over 20 years. It represents a network of persons and organizations advocating for a stronger integration within Europe. As dedicated Europeans, we are a network of actors working in the field of health care and social infrastructure. Club Corbeau's mission is to drive an independent and controversial discourse among decision-making persons from EU institutions, representing bodies of civil society in Brussels and the economy. Furthermore, it promotes a stronger cohesion and cooperation as a fundamental key to secure the future for economy and our society. Lastly, it defines answers to the pertinent questions of our time at a European level.

EU Legislative Interests

The four main fields of interest of CC are digitalisation, health, social policy and competition law. Digitalisation: - Regulation (EU) 2022/1925 of the European Parliament and of the Council of 14 September 2022 on contestable and fair markets in the digital sector and amending Directives (EU) 2019/1937 and (EU) 2020/1828 (Digital Markets Act). - Regulation (EU) 2024/1689 of the European Parliament and of the Council of 13 June 2024 laying down harmonised rules on artificial intelligence (Artificial Intelligence Act) - Guidelines on the scope of obligations for providers of general-purpose AI models under the AI Act - Omnibus IV Simplification Package Health - Regulation (EU) 2025/327 of the European Parliament and of the Council of 11 February 2025 on the European Health Data Space - Regulation (EU) 2021/522 of the European Parliament and of the Council of 24 March 2021 establishing a Programme for the Union’s action in the field of health (‘EU4Health Programme’) for the period 2021-2027 - Action Plan Cybersecurity Hospitals and Healthcare providers Social policy - European Action Plan for social economy - Proposal for the European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security - Proposal for the European Fund for Regional Development and Cohesion Fund - Proposal for the European Social Fund Competition law - State aid - revision of the rules on services of general economic interest - State subsidies – revision of approval requirement rules (the General Block Exemption Regulation)

Communication Activities

The association organises regular seminars and think-tank activities for its members to promote a dialogue with European policy makers and European experts from the above-mentioned policy fields. One think-thank activity is the Ayinger Gespräche, which has existed since 2013 and consists of discussing European developments and initiatives with an impact on the health and social economy sector. This think-tank activity includes discussions with members of the European Parliament and European Commission staff. Themes of the Ayinger Gespräche in previous years include: - "European Pillar of Social Rights" in 2020 - "The EU taxonomy" in 2023 - "AI & society in the race for regulation" in 2024 - "A turning point for Europe?" in 2025 Furthermore, the association organises study tours to Germany and other EU member states to understand the different ways of implementing EU laws.
