Mission & Goals

CiviQuo is the world’s first Investment Migration Platform - We help people find their next residence or citizenship destination. The platform brings together a large selection of investment migration options and service providers from around the world, enabling each to showcase their offering in a very simple, transparent and ethical manner. Furthermore, it puts in place a standardised on-boarding process, making use of cutting-edge due diligence tools. CiviQuo brings a transparent formula that eases the process for individuals and transforms the way agents market themselves, whilst helping, amongst others, EU member states and specific regional devleopment programmes to attract FDI and human capital.

EU Legislative Interests

We are interested to continue participating in the debate surrounding Investor Citizenship and Residence Schemes, also known as Residency and Citizenship by Investment Programmes. Topics of particular interest, include: - Discussion about risk management processes for investor citizenship and residence schemes; - Governance and transparency of investor citizenship and residence schemes; We have also participated or are aware of the following: - Communication from the Commission - COM(2019) 12 Final - Report from the commission to the European Parliament, the Council, The European Economic and Social Committee and the Committee of the Regions: Investor Citizenship and Residence Schemes in the European Union; - Press release IP/19/526 : Commission reports on the risks of investor citizenship and residence schemes in the EU and outlines steps to address them; - Commission staff working document - SWD (2019) 5 Final - Staff working document accompanying COM(2019) 12 Final; - Summary note on the Stakeholder consultation on investor citizenship and residence schemes in the EU (provided written contribution and participated in the discussion);

Communication Activities

During the Stakeholder consultation on investor citizenship and residence schemes in the EU held on 16 May 2019, CiviQuo presented to the Commission its risk assessment framework, which had been made publicly available at no charge and is a first in the industry. The Commission's summary note made a reference to this framework in its summary note, as follows, "The following risk categories were identified as part of a possible risk assessment framework: intent, identification and verification; political exposure, watchlists and sanctions; regulatory compliance and legal conduct; beneficial ownership and corporate affiliations; sources of funds and wealth; taxation; reputational risk; social structure and interaction. It was also noted that risk assessments should not only be based on the applicant’s profile but also take into account dependants, family members and sponsors." Regrettably, the Group of Member State Experts failed to produce a standard set of security checks for this purpose, and thus - fortunately - the framework proposed by CIVIQUO remains the industry standard; now on its second edition. We invite the European Commission and its interested parties, to explore the implementation of this framework as the EU's recognised standard for risk assessment for residence and citizenship by investment practitioners.
