Mission & Goals
The mission of the Civil Liberties Union for Europe (Liberties) is to promote, protect and uphold human rights, civil liberties, the rule of law and democratic values in the European Union. The work of Liberties is guided by universal human rights, the universal values of human dignity, freedom, equality, international understanding, tolerance and solidarity for each human being. Liberties is also committed to promoting an inclusive human rights culture in the European Union without distinction of race, gender, nationality, social condition, sexual orientation, gender identity, functional diversity and ethnic, cultural, religious or any other background.
EU Legislative Interests
Liberties priority areas centre on the Rule of Law and Civic Space and Tech and Rights with a specific focus on key EU policies including: European democracy action plan • Civil Society Strategy, Democracy Shield, Defence of Democracy Package • Rule of law reports • Strategy to strengthen the application of the Charter of Fundamental Rights in the EU • Gender Equality Strategy (2020-2025) • Joint Communication “No place for hate: a Europe united against hatred” • revised Code of conduct on countering illegal hate speech online, and the Recommendations of the 2024 European Citizens Panel on tackling hatred in society • EU Cross Border Association Directive • Anti-SLAPP directive 2024 • European Media Freedom Act (EMFA) 2024 and delegated acts • Artificial Intelligence Act 2024 and delegated acts • Corporate Sustainability Due Diligence Directive (CSDDD) 2024 • The Artificial Liability Directive (Proposal) • Digital Services Act and delegated acts • Digital Markets Act •Transparency and Targeting in Political Advertising and delegated acts • Data Protection Laws, such as: the General Data Protection Regulation • ePrivacy Act (Proposal) • Law Enforcement Directive • Collective Redress • Data Omnibus • AI Act Omnibus • Deregulation

Additional Information
From the EU CERV Operating Grant, Liberties provides 290.000 EUR to its member organizations (through regranting and contracting). In 2024 Liberties is received EU action grant from the EU CERV (ACCESS Project) for a project implemented since April 1 2024 over a 21 month period. The total project cost of approximately 400,000EUR has been split for 2024 and 2025, and use in 2025 was as listed above.
