Mission & Goals

The Civic Alliance – Latvia (CAL) is the largest umbrella organization that advocates for non-governmental sector (NGO) interests. CAL aim is to strengthen civil society in Latvia, support the common interests of NGOs and create a favorable environment for their activities. The Civic Alliance- Latvia unites more than 130 members, making up a total of approximately 70,000 individuals or 70% of all persons involved in NGOs in Latvia and 27,500 individuals abroad or 11% of the Latvian diaspora. Mission: To represent the common interests of civil society, including associations and foundations, based on the fundamental freedoms of democracy and human rights. Vision: The Civic Alliance-Latvian is a leading organization that implements high-quality dialogue with public administration and other decision-makers, creates a favourable environment for a strong, active and knowledgeable civil society at the local, national and international levels.

Communication Activities

Strategic priorities: 1. Promote a legal and social environment conducive to the interests of civil society, a sustainable private and public finance model, and an efficient, transparent redistribution of public funding based on clearly defined criteria. 2. To increase the influence of civil society in the policy development process by ensuring an effective dialogue with decision-makers at the local, national and international levels and at all stages of decision-making. 3. Strengthen the capacity of civil society and active citizenship, while promoting good governance in the non-governmental sector. Areas of activity: 1. Advocacy of the interests of civil society and NGOs. 2. Ensuring public participation in political processes in the country, including civic education. 3. Promoting access to NGO funding. 4. Strengthening the capacity of NGOs. 5. Explaining and promoting the activities of NGOs in society.

Member Of

CAL is a member organization of CIVICUS (strengthening citizen action and civil society throughout the world and including NGOs from 175 countries and territories), member of European Civic forum, as well as a member and focal point of the Baltic Sea CSO Network (consisting of 11 NGOs representing 11 countries around the Baltic sea). During the Latvian presidency of the CBSS 2018/2019 the Baltic Sea NGO Network is chaired by the Latvian platform – Civic Alliance-Latvia. CAL is in the partnerships created by public institutions, e.g. local, regional and national level: members of National NGO Fund Strategic Planning Committee, member of the Cabinet of Ministers and NGO Memorandum, members in Committees and Councils lead by Ministries, including European Union Funds Monitoring Committee for the Promotion of Diversity (Anti-Discrimination), The Advisory Council for Implementation of the Integration policy, permanent NGO representative at State Secretary meetings and member of the Public Consultative Council of Corruption Prevention and Combating Bureau; European level: CAL is a member of CSO platforms at the European Union and global level with the aim to represent and present internationally the work of the Latvian associations and foundations or the civil society. CAL is an active member of the European Civic Forum (CAL’s director is Board member), CIVICUS or World Alliance for Citizen Participation, AGNA or Affinity Group of National Associations, CAL is also a longtime member of the Baltic Sea Region CSO network.
