Mission & Goals
The Center for Policies and Reforms (CPR Moldova) is a civil society organisation whose mission is to promote transparency, access to information, public participation, and human rights, with a focus on freedom of assembly and speech. CPR believes democracies are built bottom-up, from communities and civil society towards authorities, and works to empower citizens, build the capacities of public institutions, and foster genuine dialogue between the two. Over the last 8 years, CPR has operated at the legislative level by proposing policies and regulations, trained public servants and institutions to ensure open governance, and equipped citizens with skills to engage in decision-making. The organisation uses research and analysis, advocacy, community mobilisation, and watchdogging as its core approaches. CPR's expertise spans participatory mechanisms, open government reforms, multilevel governance, and human rights.
EU Legislative Interests
Center for Policies and Reforms (CPR Moldova) goal is to advance European accession of the Republic of Moldova. We work mainly on participation, civic engagement, digital transformation, data governance, human rights and good governance. We work on the transposition and implementation of EU policies and directives. We focus on the negotiations chapters between Moldova and EU, mainly on (1) Chapter 10 – Information Society and Media; (2) Chapter 22 – Regional Policy and Coordination of Structural Instruments; (3) Chapter 23 – Judiciary and Fundamental Rights; (4) Chapter 24 – Justice, Freedom and Security; (5) Democratic Institutions Roadmap; (5) Public Administration Reform (PAR).
Communication Activities
CPR Moldova implements INSPIRED project together with European Partnership for Democracy, and is organizing annual policy dialogues and annual Civic Engagement Conference.
