Mission & Goals

The Center for European Policy Analysis, CEPA’s mission is to ensure a strong and democratic transatlantic alliance for future generations. CEPA is a nonprofit, nonpartisan, public policy institution headquartered in Washington, DC, with hubs in London and Brussels, focused on strengthening the transatlantic alliance through cutting-edge research, analysis, and programs. CEPA provides innovative insight on trends affecting democracy, security, and defense to government officials and agencies; helps transatlantic businesses navigate changing strategic landscapes; and builds networks of future leaders versed in Atlanticism.

EU Legislative Interests

CEPA’s three core programs -- Transatlantic Defense and Security, Democratic Resilience, and Technology Policy -- address the following issue areas addressed by EU legislative proposals and policies. Writ-Large: Competition; digital economy and society; energy; European neighbourhood policy; foreign affairs and security policy; international partnerships and alliances; and trade. Specific: EU-AI Act; Digital Markets Act; Trade and Technology Council; EU's restrictive measures against Russia; EU Enlargement; EU aid for Ukraine; Digital Services Act; General Data Protection Regulation

Communication Activities

Across its three core programs, the Center for European Policy Analysis (CEPA) produces an array of publications (e.g., articles, policy briefs, reports, newsletters) and convenes public and private events (e.g., roundtables, seminars, workshops, panels, conferences) throughout the year in conjunction with a range of European partners and officials on subjects related to the EU policies above. CEPA's Transatlantic Defense and Security program works to address the most pressing transatlantic security issues to ensure the United States and its closest allies can maintain their strategic edge in an increasingly contested world. Areas of focus include strengthening Euro-Atlantic institutions, promoting US engagement in European security, and deepening transatlantic cooperation. CEPA's Democratic Resilience program aims to support transatlantic allies in countering authoritarian threats to democracy, responding to democratic backsliding, and bolstering established democracies. CEPA's Technology Policy program seeks to advance transatlantic alignment on technology policy. Areas of focus include artificial intelligence, data security, encryption, emerging technologies, export controls, and other issues that are critical to ensure an open and democratic digital domain.

Additional Information

While CEPA’s team is full-time we do not spend our full amount of time on the issues we listed though we do spend time and effort on these issues. As CEPA is a Washington, DC-based organization with a diverse body of work, we have adjusted our percentage of staff time spent on activities related to EU acts to describe our related work more accurately.
