Mission & Goals

The Centre for Defence Reforms is an independent Ukrainian analytical organisation working on security and defence policy, democratic resilience, hybrid threats, foreign information manipulation and interference, sanctions policy, strategic communications, and Ukraine’s cooperation with EU and NATO institutions. The organisation provides expert analysis, policy recommendations and research-based briefings aimed at countering malign foreign influence, strengthening democratic resilience, improving sanctions implementation, supporting Ukraine’s security and defence reforms, and contributing to European security policy discussions. Its activities include analytical research, policy papers, expert briefings, public and closed-door presentations, and engagement with governmental, parliamentary, diplomatic and expert communities in Ukraine and partner countries. EU Legislative Interests

EU restrictive measures in response to Russia’s war of aggression against Ukraine, including sanctions implementation and anti-circumvention policy; EU policy on countering Foreign Information Manipulation and Interference (FIMI) and hybrid threats; European Democracy Shield and democratic resilience; EU security and defence policy, including support for Ukraine’s defence capabilities and Ukraine–EU defence-industrial cooperation; EU policy on resilience of critical infrastructure and energy security.

Communication Activities

The Centre for Defence Reforms conducts analytical and communication activities related to EU policies on security, defence, sanctions, hybrid threats, FIMI, democratic resilience and Ukraine–EU cooperation. These activities include the preparation and publication of analytical reports, policy briefs, expert assessments, research presentations, closed and public briefings, expert meetings with EU and Member State officials, communication with Members of the European Parliament and EU institutions, media publications, interviews, and participation in policy discussions and expert events. The Centre’s recent and planned communication activities include analytical work on Russian malign influence operations, sanctions circumvention, Russia’s defence-industrial ecosystem, Russian drone and UAV production chains, the role of third-country suppliers in Russia’s military capabilities, European resilience against hybrid threats, and options for strengthening Ukraine–EU security and defence cooperation.
