Mission & Goals
The Center for Civil Liberties has been actively working for the protection of human rights in Ukraine and the OSCE region for 15 years, and is a 2022 Nobel Peace Prize laureate. The Center for Civil Liberties (CCL) was established in 2007 to promote human rights values Mission The establishment of human rights, democracy, and solidarity in Ukraine and the OSCE region for the affirmation of human dignity. Vision CCL is one of the leading actors in Ukraine, influencing the formation of public opinion and public policy, supporting the development of civic activism, and actively participating in international networks and solidarity actions to promote human rights in the OSCE region. EU Legislative Interests
As a Ukrainian NGO, we are interested in the EU legislative proposals /EU measures concerning Ukraine : - Provision of humanitarian, political, financial and military support to Ukraine and its people - Imposition of sanctions against Russia in order to put economic pressure on it and compromise its military capabilities - The EU has provided Ukrainians with access to employment, housing, education, training and health care in the first ever activation of the temporary protection mechanism - Adoption of the REPowerEU plan, the EU will gradually eliminate Europe's dependence on Russian fossil energy while boosting renewable energy and energy security On a more global scale, we are interested in knowing the following legislative packages “A European Green Deal” “A Europe fit for the digital age” “An Economy that works for people” “A Stronger Europe in the World” “Promoting our European way of life” “A new push for European Democracy“
Communication Activities
In 2014, the Association Agreement between Ukraine and the European Union was signed. The integration of Ukraine into the European economic and political-legal space is a complex and multi-level process that includes reforming the political, economic and social institutions of the state. On February 28, 2022, Ukraine applied for EU membership. On April 8, 2022, the President of the European Commission, Ursula von der Leyen, visited Kyiv on an official visit and handed over the application form for acquiring the status of a candidate country. We believe in the value of the European Union and support the idea of Ukraine's membership in the EU. During all these years, after CCL was established in 2007, after the Revolution of Dignity we clearly advocated for Ukraine's Euro-Atlantic cooperation. For the purposes of transparency, we confirm that we have not hired any intermediaries to represent our interests at the EU level. Therefore, the issue of intermediaries does not apply to us. No legal entity or private individuals represent our interests in EU territories. Which includes advocate or consultancy agencies or PR agencies, etc. Nobody represents CCL with regard to encounters with the legal system or legal order of its member states. No present CCL employees are the subject of any court hearing on EU territory. We have no business interest or conduct commercial activities. No CCl employee is employed by any of the EU institutions or NGOs, or local member state governmental or non-governmental organizations. We operate under Ukrainian civil society legislation and the Labour Code of Ukraine. Nobody apart from CCL employees is entitled to speak on CCL's behalf. In case if you encounter such a situation or individuals, please inform us at office@ccl.org.ua ССL empleos occasionally visits NGOs based in EU countries for educational purposes, as a research fellow, or to conduct CCL statutory activities *(visit a conference or a meeting on human rights matters). Occasionally, the European Parliament has invited CCL CEO Oleksndra Matviichuk to speak up at parliament and/or committee hearings.
Additional Information
The financial information above reflects the total income of the Center for Civil Liberties (CCL) for the most recent closed financial year (2025). As a human rights organisation, CCL has deliberately chosen not to accept funding from governmental bodies in order to remain independent. In 2025, the main share of income was received from international donors, including the European Commission under the NDICI instrument (Contract No. NDICI/2023/450-134 and NDICI-GEO-ENEST 2025/483-866), as well as other donors listed above. The funding is used to implement CCL’s statutory activities and to cover the necessary operational costs related to programme delivery (administration, staff, reporting, and compliance).
