EU Legislative Interests

Caritas Lebanon influencing activities are directed to respond to the EU Humanitarian and Development policy. Our projects: - The project LEA – Lebanon: Eradication of All forms of Forced labour and Exploitation project (NDICI-THE-NEAR/2023/ 444-554 / OPSYS: ACT-60857) is being implemented since 01.01.2024 till 31.12.2026. It's funded by European Union and the contribution of the Austrian Development Agency and It is implemented in a consortium with Caritas Lebanon, Caritas Austria, Kafa and Amel. It includes advocacy activities such as training for law enforcement on safe migration and human trafficking, migrants' rights; technical support to the Ministry of Labor, round table meetings, capacity building, Fact sheets, and Media campaign, protection awareness sessions and printing of linguistic guides on the rights of Migrant workers; Protection services for Migrant Workers: Case management, social counseling, medical and mental health support, legal assistance, psychosocial support, legal support for migrants in detention. Moreover, Caritas Lebanon is taking part on part of the project “Strengthening Oversight and Accountability of Police (ISF and MP) in partnership with Civil Society” funded by the European Union and implemented by FIIAPP and 6 other organizations. Caritas is covering Lot 6: Rights of Migrants, Refugee Displaced People. Therefore, it was responding to the EU migration and asylum policy and EU Strategy on Combatting Trafficking in Human Beings. Other organizations are covering Justice, Civil and Political Rights, Economic Social, and Cultural Rights, and Non-Discrimination/Vulnerable Group Rights. Other projects were implemented during previous years: - MIRA “Migrants’ Rights and Advocacy” (EuropeAid/166151/DH/ACT/Multi) was funded by the European Union and jointly implemented by Caritas Austria, Caritas Lebanon, Amel Association, and the KAFA organization. The overall objective of the project is to contribute to the protection and defense of women migrant domestic workers in Lebanon and advocate for the abolishment of the Kafala system. Therefore, it was responding to EU migration and asylum policy. The project was implemented from 01.01.2021 – 31.12.2022. The International Rescue Committee with the support of the Word Bank and the Lebanon Financial Facility (Back donor EU and other embassies…) supported CL in a different project that was implemented during 2022-2023: Protection, Health, and Education Projects: IRC- Protection- Enhanced Support for Survivors and those at risk of GBV IRC- Health - Enhanced Support for Persons with Disabilities and Older Persons IRC – Education - Provision of Educational Services to Children in Beirut and Mount Lebanon’s Safe Shelters. -In 2025-2026: “The project From Crisis to Care: A Healthcare Legacy for Vulnerable Communities (EuropeAid/NDICI-GEO-NEAR/2024/045-745/GRANT/DWl) is fully aligned with the specific objective and priorities outlined in the framework for NDICI-GEO-NEAR/2024/045-745 titled "EU support to accessing essential primary health care services for vulnerable populations in Lebanon." The action directly supports the EU’s overarching goal of strengthening Lebanon's health systems to improve Universal Health Coverage (UHC). By focusing on the provision of primary health and mental health services, the project addresses the specific objective of supporting the Lebanese health system during the ongoing crisis to meet the needs of vulnerable populations, including displaced individuals and those remaining in conflict-affected areas such as the South. The action prioritizes supporting vulnerable populations. is designed to: •Align with Ministry of Health protocols and emergency response strategies. •Coordinate effectively with the health sector response. •Contribute to the EU’s thematic focus on social inclusion, resilience, and sustainable development.

Organisation Members

Caritas Europa ( http://caritas.eu/) is only the regional secretariat of the European region of Caritas and that Caritas Lebanon is fully independent. Caritas Europe asked to register a colleague from Caritas Lebanon under Caritas Europa to participate to its event of December 5, 2023 at the European Parliament. Caritas Europe was advised to instead register Caritas Lebanon separately. Caritas is a confederation and not one single organization and Caritas Europa would not be able to issue a proof of employment for Caritas Lebanon.
